Subject : Paraguay Bureau Monthly Report for May 1982
1. The bureau chief. band I I technician STAT
and drive made up part of the caravan which STAT
traveled to Chaco outpost,Marisca.l Estigarribia, from 21-23 May. Mcal.
Estigarribia, located some 600 kilometers from Asuncion (300 kilometers
of which are unpaved), is the military headquarters of the Third Army
Corps. Accompanied by Col Ramon Ferrer-Mena, C/ODC, the FBIS team was
able to meet with many of the generals and high-ranking officers of the
Third Corps. Our group was also feted at an "asado" or barbecue which
was attended by Corps officers and families. Technician STAT
made some preliminary reception checks during the trip. A separate report
on his findings will be forwarded to Washington.
2. Ambassador Lyle Lane departed Asuncion on 15 May, following his
reassignment to SACLANr, Conus. He paid a farewell visit to the bureau
on 14 May when he again praised the bureau employees for their high
quality work and dedication, especially during these past 2 months.
A. Monitorial/Editorial
1. As the Anglo-Argentine conflict over the Falklands continued
to preocupy Latin America, the bureau maintained its round-the-clock
operations. An open watch has been maintained on Buenos Aires Domestic
Service as well as the Argentine television broadcasting from Formosa
which often goes into national network to cover important events.
Media coverage has generated an inordinately large volume of copy;
thus far, bureau personnel have been able to handle all the priority
material expeditiously as well as the added cruising projects.
Considerable bureau resources are being applied to compiling
observations of jamming efforts against London BBC in Spanish, BBC
International Service in English (London Calling the Falkland Islands)
and Radio Atlantico del Sur broadcasts, which were noted from early May.

2. The spectre of potential Bolivian coup developments continued
throughout the month. A widespread series of strikes followed by
manors on the 25th that high military officers wanted the current
president out led the bureau to initiate an open watch on Bolivian media,
The watch was discontinued after about 24 hours when no further menacing
events took place.
3. On 1 May, in the midst of the Falklands crisis, the bureau covered
speeches by the presidents of Chile, Bolivia and Brazil on the occasion of
International Labor Day.
4. The local supplier for Uruguayan newspapers reports that they are
being confiscated by customs officials in Argentina enroute to Asuncion,
.The supplier is optimistic that a solution to the problem will be found
shortly. And since the devise of Braniff, there has been an interruption
of press receipts from Peru and Bolivia. The bureau will attempt to work
out a similar arrangement with Eastern Airlines or an alternate route.
Eastern's service to Asuncion, is now scheduled to begin 1 July.
B. Technical
1. The cruising monitor's rack was modified, following on the
report prepared by FCS contractor Additionally it is being STAT
rewired to allow the feeding of a i signals to each monitorial position.
2. The embassy alarm system was extended to include our bureau.
3. Non-Expendable property acquired included: 2 ea Wooden Desks,
w/formica, locally made $ 469.00 ea.
III. AD=STRATIVE
'Personnel
1. The bureau chief returned to Asuncion from the FBIS bureau chiefs
conference and annual leave, on 4 May.
