MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT Monthly Report--Seoul Bureau--February 1982
A. Monitorial/Editorial
1. Proposals and counterproposals dominated North-South
issues during the month. Following rejection by the DPRK of ROK
President Chon's call for contacts, South Korea's minister for
unification issued a 20-point proposal on opening of roads, rail-
ways, etc. between the two areas. This was rejected by the North
which then called for a 100-man conference to discuss any differences.
Not only did the DPRK dictate the game to be played, it listed the
players from both sides who should take part in the conference.
Back came the South with ROK unification minister calling for a high-
level meeting in March. This, in turn, was rejected.
The arrest in Canada of a hit team with ROK President Chon
as its target generated much furor in Seoul, with the North being
vigorously denounced for allegedly masterminding the plot.
The joint U.S.-ROK military exercise "Team Spirit" got
underway during the month. North Korean media charged that the
exercise was further evidence of U.S.-ROK moves to create war
hysteria and to threaten peace in the area.
On his birthday on 16 February, Kim Chong-il was granted
several honors--among which was Hero of the DPRK--which apparently
signaled that he has solidified his position as successor to his
father, Kim Il-song. The fact that KCNA observed its special Sunday
schedule could indicate that the date has been designated an official
holiday in the North.
2. There has been some slippage in the timing for bureau
technician TDY to Okinawa for training by Okinawa STAT
Cruising Monitor The trip, originally planned for SIAI
sometime in Marc , has now been postponed until after the first of
May.

B. Lateral Service
1. Upon notification by FCS, the bureau discontinued
taping North Korean radio broadcasts for use by a Headquarters
consumer as an aid in teaching the Korean language.
2. At the request of USICA Public Affairs Office, the
bureau teletype section punched and transmitted a two-take item
after regular ICA working hours. This was in accordance with
an informal agreement to help their office in occasionally trans-
mitting material as long as it does not interfere with bureau
operations.
C. Technical
The bureau's Mode II was unusable for a period of time
on 23 February due to inoperative tape readers. Replacements
for the faulty tape readers was requested from Bangkok Bureau.
II. ADMINISTRATION
A. Personnel
1. Chinese monitor was promoted from FSN 8/5
to FSN 9/2 on 21 February. This follows earlier State Department
approval to upgrade bureau monitors.
2. Editor was appointed bureau property
officer. He is presently engaged in confirming the location of
all bureau nonexpendable property and bringing bureau property
records up to date.

III. VISITS
1. The bureau chief and deputy chief paid a courtesy call
on Ambassador Richard Walker. The Ambassador expressed his appre-
ciation for the bureau's product.
2. The bureau chief paid a courtesy call on Paul Cleveland,
Deputy Chief of Mission. Mr. Cleveland raised the issue of a possible
reconfiguration of embassy offices.

4. New State communications chief Gary Bobbitt and recent
arrival Bill Corbett, assigned to the Embassy Economic Section,
visited the bureau for orientation. They were briefed on opera-
tions by bureau personnel.
5.I lof ICS visited the
bureau during an inspection tour of embassy facilities. Since
this was their first visit to an FBIS field bureau, they were
extensively briefed on operations. The bureau chief joined the
two visitors, the Special Assistant to the Ambassador and the
Defense Attache for lunch following the briefing.
