SUB?ECT Monthly Report -- Tel Aviv Bureau -- November 1982
I. GENERAL
In two separate incidents in November, terrorist bombs went
off in areas familiar to Bureau empld~es. On 8 November, a bomb
exploded at a bus stop in Herzlia, injuring four people. Then on
21 November, a bomb exploded at the Central Tel Aviv bus terminal,
injuring one person. No Bureau employees were involved.
At a Bureau ceremony on 15 November, the ~ureau ~h'
presented a Meritorious Unit Citation from FBIS Director`
to the Bureau for exceptional performance during the
Lebanon Crisis-1982. Both the Citation and accompanying letter
have been framed and prominently displayed on the wall.
The Bureau Chief hosted a gala dinner for visiting Deputy
Chief of Oper~itions on 7 November at one of Tel Aviv's
smartest Chinese restaurants. Bureau staff and spouses were there.
Adjourning to the Bureau Chief's house for coffee and dessert, the
party was joined by Ambassador Lewis and his wife Sally. A good
time was had by all.
New individual lockers for Bureau employees were installed
on the landing just one flight of steps down from the Bureau
entrance. All who wanted them were assigned personal lockers with
padlocks.
The Israeli national airline Ei Al was still closed throughout
the month of November. Despite worker protests, the E1 Al stock-
holders voted to disband the airline on 24 Nov. However, a temporary
court injunction against disbanding El Al was still in effect at the
end of the month.

II. OPERATIONS
A. Monitorial/Editorial
HEBREW SECTION
The Commission of Inquiry into the Sabra and Shatila camp
massacre continued to hear. testimony from major political figures
in November; IDF Northern Commander Drori on 1 November, Prime
Minister Begin on the 8th, and Foreign Minister Shamir on the 24th.
This was followed on 24 November by a letter of warning from the
Commission to nine officials, including Begin, Shamir, Sharon, Drori
and Chief of Staff Eytan. stating that the Commission's conclusions
might "harm" these officials, and detailing the faults uncovered.
Those warned were given specific documents to study, and were
offered an opportunity to reply or retestify. Reaction to the
warning and the political implications of it kept our monitoring
staff busy. Other major stories in Israel this month included the
collapse of the IDF's military command Headquarters building in
Tyre on 11 November, killing or injuring over a hundred occupants,
and the death of Prime Minister Begin's wife on 13 November. The
prime minister quickly ended a visit in Los Angeles and flew back
to Jerusalem, also postponing a meeting with President Reagan in
Washington.
TURKISH SECTION
The new Turkish Constitution was approved by a referendum on
7 November, with over 90 percent of the voters in favor. General
Evren automatically becomes the, president of Turkey for the next 7
years. Protests against the regime in Turkey included a takeover
of the Turkish Consulate in Cologne on 3 November, and a short-
lived takeover of the Turkish Airline Office in Paris on 9 November.
The only other major story for our Turkish section in November was
the visit of Foreign Minister Turkmen to the Soviet Union beginning
on 28 November.
