SUBJECT : Monthly Report--Abidjan Bureau--February 1983
Monitorial/Editorial
1. On 11 February, BBC intercepted a station broadcasting in
colloquial Arabic and French which identified itself as "Bardai, Chad
National Radio, the Voice of the Liberation." Abidjan Bureau monitored
the station on the lath. It claims to be transmitting from Bardai, a town
in northern Chad controlled by former President Goukouni Oueddei with
Libyan support. Cruising efforts revealed Radio Bardai takes a vitu-
perative position against Chadian leader Hissein Habre. The bureau assumed
coverage of the French portion of its 1800-2000 GMT cast, which features
news and comment interspersed with music, first in French and then
repeated in colloquial Arabic and Chadian local languages. At FCS
request, the bureau has filed nightly program summaries in addition to
filing heavily from both news and comment. The first comment monitored
by the bureau, an anti-Habre diatribe which among other things attacked
Ivorian President Houphouet-Boigny, evoked considerable interest from the
Embassy. The Ambassador and DCM each requested copies, and French-language
transcriptions of the comment were sent directly to Foreign Minister Ake
and to the Foreign Ministry's Press officer::.
2. On the 21st, Monrovia Domestic Service carried a statement
by the Information Ministry refuting a Sierra Leone newspaper report
that Liberian leader Samuel Doe had killed his wife, who the paper said
was an accomplice in a plot against Doe. The following day, Doe closed
all borders with Sierra Leone and ordered 2,000 troops into the border
area. The bureau established an open watch on Monrovia and Freetown
radios, and stayed open late on the 21st to file several reports on
this development and to cover late-night Monrovia newscasts. The dispute
is still simmering, following allegations by Sierra Leone President Siaka
Stevens that Doe is using the occasion as a pretext to annex some disputed
territory which may contain oil deposits.

3. On 2 March, the Government of Ghana announced that an attempted
coup on 27 February had been foiled. According to Accra radio, the top
Provisional National Defense Council leaders were to be assassinated.
The radio said several individuals suspected of involvement were being
sought, and a group of lower-ranking military personnel and a few
civilians were being held. One of the three alleged leaders of the plot
is said to hold a U.S. passport 'with a Puerto Rican name and his wife,
who drives an automobile with diplomatic plates,is an Afro-American by
birth. This plot increased interest in Flight Lieutenant Rawlings'
6 March speech to the nation on Ghanaian Independence Day, but Rawlings
said nothing about the alleged plot, confining himself to familiar
themes.

Alexander Thompson, the first BBC External Services correspondent
assigned to Abidjan, visited the bureau on the 23rd. Like other corres-
pondents who live in Abidjan, Thompson will spend most of his time traveling
in West and Central Africa-..
