Approved For Release 2008/04/01 : CIA-RDP86-00040R000100180008-8 4 May 1983 MEMORANDUM FOR: Director, FBIS THROUGH : Chief, Operations Group SUBJECT : Monthly Report--Austrian Bureau--April 1983 It was generally agreed that an era had come to an end this month when Chancellor Kreisky resigned following the Socialist Party's failure to get an absolute majority in the general elections. In addition to filing up-to-the-minute election re- sults, the bureau had earlier recorded the final TV debate bet- ween Kreisky and his main opponent at the request of Acting Chief of Mission Polansky who forwarded the tape to Washington for Ambassador-designate Helene von Damm. A. Monitorial/Editorial 1. Much to everyone's relief, especially our Yugoslav section, the Austrian Press Agency was able to provide the Belgrade Tanjug Serbo-Croatian first program or general service which had virtually disappeared on 21 March. To facilitate feeds to the BBC, we agreed to use our existing lines with APA to receive the Tanjug copy which would then be sent to the BBC over the VCVC. Small price to pay, but we now have to wait a few more weeks for the Post to install another set of lines so we can resume receiving the various East European English-language RTT casts which we had been getting from APA as a backstop to our regular radioteletype programs. 2. Thanks to a lengthy international conference this month in Berlin celebrating the 100th anniversary of the death of Karl Marx, the bureau's GDR team -- which was our busiest section for April with over 80,000 words -- had their hands full in coping with the number of speeches requested by HQs. With a bit of help from some of our German-speaking monitors in other sections, we ground out nearly 60,000 words in speeches alone from NEUES DEUTSCHLAND, the party paper which insisted on printing the texts of every word some 130 dele- gates said. B. STAT Per request of Embassy Belgrade, the bureau translated a lengthy TV interview with SFRY Vice Premier Dragan, the government's main spokesman on the economy. In addition, we also provided the embassy with an extra copy of the video interview to be used by the ambassador. A. Personnel 1. Our unusually stable teletype section lost 5-year veteran this month when he resigned to accept a `STAT management-trainee position with a luggage shop. Fortunately, enough, we have located at least one particularly promising candidate who has had extensive experience and who is willing to start as soon as possible after being cleared. 2. Our Bel rade TV monitoring job turned over this month when resi ed due to medical reasons STAT and was replaced by the wife of one of the STAT embassy communicators. B. Buildings and Grounds The bureau pouched bids to HQs this month from three different contractors having three different ideas on how best to deal with the excessive dampness in the basement custodian quarters.
