i Approved For Release 2008/03/19: CIA-RDP86-00040R000100220004-7 5 September 1983 MJN 8321 MEMORANDUM FOR: Director, Foreign Broadcast Information Service THROUGH: Chief, Operations Group SUBJECT: Monthly Report--Jordan Bureau--August 1983 A. Monitorial/Editorial 1. Early in the month the Bureau received several messages from the Daily Report indicating that several JN-originated items had been received without pinkie coding. A check of the original tapes indicated that they had indeed been properly coded when they were transmitted from the Bureau, but that the coding had somehow disappeared from the messages en route to the Daily Report. At Washington's request, one of the tapes was telexed to Headquarters and several others were sent by pouch in an effort to resolve the mystery of the disappearing pinkie code. 2. Bureau efforts to monitor the new North Lebanon Voice of Palestine radio, which began broadcasting the beginning of August, were mostly unsuccessful. The morning transmission was completely unmonitorable at Jordan Bureau throughout the month, while the evening transmission was generally poor to unmonitorable due to strong cochannel interference from IDF radio and another unidentifiable transmitter. Adjustment of the receiver bandwidth and redirection of the miniloop antenna did not help to eliminate the interference. 3. Baghdad Voice of PLO has suffered from seasonal reception problems throughout most of the summer, making it necessary for Jordan Bureau frequently to request Nicosia Bureau's assistance with coverage of the initial part of the broadcast. By the end of the month, the Bureau's reception of the radio had improved to the point that we were able to discontinue sending daily immediate coordination messages to Nicosia advising them of the time Jordan was picking up coverage. Nicosia is continuing to backstop record the broadcast. The new line and the existing ponyline to the embassy are controlled by a single selective calling unit, thus providing the Jordan Government with the same selection of FBIS items as is received by the Embassy Political Section. C. Technical A second video monitoring position was established during the month to resolve occasional scheduling conflicts with the existing position. The new position was set up in the Bureau's cruising room to minimize noise problems in the main monitoring operations area. 1.
