Approved For Release 2008/04/01: CIA-RDP86-00040R000100250001-7 1 July 1983 MLD-3027 MEMORANDUM FOR: Director, FBIS FROM: Chief, London Bureau THROUGH: Chief, Operations Group SUBJECT: Monthly Report--London Bureau--June 1983 The event of the year--and a first for the Monitoring Service--was the meeting of the BBC Board of Governors and Board of Management at Caversham Park on 23 June. Bureau Chief was invited to meet the dignitaries, including retiring Chairman George Howard and Chairman-Designate Stuart Young, at cocktails preceding the luncheon in the conference room. The grounds were spruced up for the occasion, floral arrangements graced the entry hall and canteen, the newly arrived Roset cable (all 5,000 pounds of it) was discreetly secreted behind shrubbery, and new roofing over the chapel area was completed and the rubbish whisked away. The weather cooperated--overcast but no rain, at least not until after the ceremonial planting of three trees by the governors, the culmination of the day's activities. The local media were preoccupied much of the month predicting the outcome and assessing the results of the 9 June British elections and the continuing maneuvers over leadership of the Labor Party. Monitorial/Editorial 1. The editorial and PMU staffs were both hard-pressed by the two- day CPSU Central Committee plenum followed by the USSR Supreme Soviet session, at which Andropov was elected chairman of the Presidium. The editors were hit almost at the same time by Polish events, the eight-day visit to Poland by the Pope followed by meetings of the Sejm. Both events produced great quantities of paper--speeches, reports, and service messages--with the papal visit, in editorial eyes, emerging as the clear winner. PMU's newsbreaks are not yet routine, but the pressfax IZVESTIYA ?: was the first source for the text of the statement on the Eastern bloc meeting in Moscow on 28 June. The statement and the list of delegates were processed and filed by a PMU team half an hour before the material began coming in from TASS. Technical 1. New BBC Chief Engineer replacing was immediately initiated into the Roset arena as he began making arrangements for laying the cable from the dish to the Dish Control Room. 2. Bureau communicators spent the month training on the new Facit equipment which will be replacing the DSTE. The quality of the printout is excellent, impressing bureau and BBC personnel, but the control facilities are a step backward from the failsafe DSTE. 3. The bureau experienced a five-hour downtime on its own switch on 25 June, with Washington in turn covering for London. On 15 June the Nicosia standby circuit was activated for two days, adding 700 incoming-outgoing messages to the bureau's own heavy traffic at the time of the CPSU plenum and the Supreme Soviet session. 1. Other official visitors included a safety inspector on 6 June, and Headquarters auditors on 31 May-1 June. Approved For Release 2008/04/01: CIA-RDP86-0004OR000100250001-7 Approved For Release 2008/04/01: CIA-RDP86-00040R000100250001-7 After 13 years on air Radio Medway changes its name as a major traffic experiment begins SAFETY DRIVE by ANDREA MICHELL The teachers' report, Popular TV and Schoolchildren, pub- lished last week, was a useful addition to the body of informa- tion about the effects of televi- sion on children, said BBC Director-General Alasdair Milne. The BBC had noted its points and discussed them with senior Govern- ment ministers. But, Alasdair Milne stressed, the Government-backed report, com- missioned by Sir Keith Joseph, used a very small sample and di 4w on a narrow range of experience. Fifteen teachers spent five weeks looking at television and then asked their pupils what they liked to watch. Understanding "In some ways," said Alasdair Milne, "the comments of the chil- dren themselves incorporated in the report show better understanding of the situations portrayed and give more illuminating views than those of their elders." He also pointed out that the BBC already had a General Advisory Council, Regional Advisory Coun- cils, a Continuing Education Coun- cil, Schools Advisory Council and Local Radio Councils advising on this aspect of output. The teachers' report claimed it found little evidence among TV pro- ducers of "a concerned awareness of just how powerful an influence their (continued page 3) INKE Radio Medway is to participate in a major experiment aimed at preventing traffic jams and accidents. And after being on air since 1970, the local radio station is also changing its name to Radio Kent - giving it a county image - to coincide with the experiment, which also involves the IBA, the Royal Automobile Club and the Department of Transport. The objective is to see whether constantly updated traffic news on car radios - "advertised" by signs along major roads - has an effect on road safety and traffic flow. Starting on July 17, Radio Kent will broadcast information about road condi- tions and hazards in the county, at 15- minute intervals, constantly updated by Kent police. The information is particularly aimed at drivers using the two trunk routes between London and the Channel ports. Radio Kent is an outstandingly suitable station for tak- jng,.,part in_the -trial.. Much of the traffic on the main routes - the A2/M2 and A20/M20 - is non local, and it includes a high proportion of juggernauts and heavy goods vehicles. At weekends and holiday periods, when motorists on their way to and from the Continent and Kentish resorts join the stream, the flow is very heavy. Signs advertising the traffic news and giving Radio Kent's frequency are going up along the trunk routes and at Dover and Folkestone docks. They are being erected in pairs, so that drivers travelling fast can see then in rapid sequence and be more easily able to read them. The BBC is carrying out a survey to see whether drivers find the signs adequate, whether they have difficulty tuning to the local station if they decide to listen, and whether the broadcast information is useful. A similar experiment is being conducted on a stretch of the M4 west of London, involving a commercial station, Radio 210, based in Reading. Growth at Monitoring by CHRIS STENT Outgoing BBC Chairman, the newly ennobled George How- ard, together with Chairman designate Stuart Young and Director-General Alasdair Milne, took time out from a Board of Governors meeting at Caversham Park last week A o plant three young cedar trees. The planting marked the first meeting of the BBC's Board of Governors ever to be held at Caversham, which houses the BBC's Monitoring Service, and the new trees were planted in place of those lost in previous harsh winters. "It was a unique occasion for Caversham," said Monitoring Ser- vice head David Witherow whose (continued page 7) Medway's present home in a former news- paper office. Said station manager Harold Rogers: "This is an exciting and challenging time for all of us at Radio Kent. We have a large and loyal audience at present. But we have to build on that success, and satisfy the needs of the whole county. I'm confident we can achieve that ambition." One consequence of the travel news experiment will be longer hours on the air. Radio Kent will be broadcasting until 10pm every day except Friday, when it will keep going with special programmes and travel news until midnight for the benefit of weekend commuters. For the hand-over from Radio Medway to Radio Kent, however, the situation is using a vehicle of a different kind. The station will broadcast through the night on Friday, and early Saturday morning John Thurston will inaugurate Radio Kent - broadcasting live from the basket of a balloon in flight - another "first" for local radio. John and the station's engineer-in-charge, Colin Grant, are passengers in the balloon which is acting as quarry in an Anglo-French balloon chase to celebrate 200 years of human flight. By a curious coincidence, the event the race commemorates - the first balloon ascent in England with human passengers - was from the garden of a London house belonging to Lord Foley, in 1783. The site of Lord Foley's garden is now occupied by the Langham, on the site of which the BBC's New Broadcasting Centre is projected to rise up in the next few years. Harold Rogers, Radio Medway's man- ager since its opening, and programme organiser Clive Lawrence have the task of not only holding the attention of through travellers waiting for traffic news, but also ensuring the experiment will not be annoy- ing to non-driving regular listeners. "The key to success," said Clive Law- rence, "is giving the latest traffic news in an informal manner, while maintaining enter- taining programmes." Identity jingle To help the entertainment along Radio Kent has a brand-new package of identity jingles composed and performed by Gordon Giltrap and called The Garden of England. Radio Kent's expansion eastward to become the BBC's latest "county" station will take place over the next few months. A mini-radio station with its own studios and staff at Canterbury will provide a daily opt- out from the main Radio Kent programmes for local news and information, in the man- ner of Radio Furness. Small news studios at Folkestone and Thanet are also in train.
