it difficult to distinguish certain Russian characters. The
facsimile pages are now the same size as the newsprint version and
PMU's Russian team is no longer distinctive for its collective
squint-eyed appearance.
B. Communications
1. Bureau circuits and traffic were heavily affected by a
European exercise--later an official MINIMIZE--early in the
month. Some traffic was delayed over 48 hours and, judging
by confusing and sometimes contradictory information from
Croughton Switch, our circuits were apparently preempted
several times.

At month's end the construction of the cable duct between the ROSET
site and the cubicles building was nearly completed. Computer flooring
has been installed in the "Dish Control Room" and equipment racks moved
up from the Portakabin to the control room. The project has come to a
halt for the moment while we await arrival of the control and RF cables
and while the BBC gets its installers on the scene to wire up the
equipment racks. Meanwhile, at Crowsley, the BBC has put up a 4.8 meter
dish for experimental purposes and is pursuing an expansion of its cable
link between Crowsley and Caversham to handle the new equipment. British
Telecom's quotation for new cable is causing heartburn so the notion
of a microwave link between the two sites is once again on the front
burner.

2. During a 19 March-1 April outage of Nicosia Bureau's normal
outgoing traffic path, Nicosia traffic--a total of 1,333 messages--
was handled via the standby Nicosia-London circuit.
III. ADMINISTRATION
1. Three employees received service awards re
60 years with FBIS. Teletypists STAT
were presented with 15-year and -year certificates, respectively.

Cairo Bureau, was presented with his 35-year certificate in the
presence of all the long-time employees we could muster together.
