Approved For Release 2008/03/19: CIA-RDP86-0004OR000100260006-1 MNC-3047 2 August 1983 MEMORANDUM FOR: Director, FBIS THROUGH : Chief, Operations Group SUBJECT : Monthly Report--Nicosia Bureau--July 1983 The Arabi nded this month with the PCS arrival of Jor dan Bur onitor on the 14th and the EOD of monitor-trainee STAT July was a busy month for Nicosia Bureau's Arabic and Greek sections. Beirut radios provided extensive coverage of Lebanese President Amin al-Jumayyil's visit to the United States and broadcast several of his speeches and press conferences. The replacement of Ambassador Philip Habib as President Reagan's Middle East envoy was the subject of intense speculation and comment in both Lebanon and Egypt. Emulating his predecessor, Egyptian President Mubarak gave two long speeches replete with extemporaneous asides, on 19 July to a youth conference and on 21 July to mark the anniversary of the 23 July Egyptain revolution. The long-awaited agreement on U.S. bases in Greece was signed in Athens on 15 July. This was preceded by considerable speculation about the agreement and was followed by an equal amount of analysis of and comment on the Greek Government action. AFP kept the editors busy with extensive reportage of three Armenian terrorist attacks this month: The shooting of a Turkish diplomat in Brussels on the 14th, the bombing at Orly Airport on the 15th, and the siege at the Turkish Embassy in Lisbon on the 27th. from Cairo, also on the 14th. Recruitment efforts to fill anotrier STAT position in the Arabic section are underway, and advertisements for the position have been placed in two West Bank newspapers. The bureau chief hosted a get-together at the bureau on 26 July to celebrate the promotions of five monitors and one teletypist, to congratulate adminstrative assistant on his recent selection as one of five STAT FBIS employees worldwide who w i l l attend the Foreign National Orientation program at headquarters this coming September, and to welcome our two new A. Monitorial/Editorial 1. Effective 1 July the Persian clandestine radio Nejat-e Iran 0305 GMT cast was placed on regular coverage Tuesday through Saturday. The bureau assumed coverage of Moscow Greek 1400 and 1800 / GMT casts from 2-31 July at BBC request. 3. Effective 2 July we assumed coverage of Moscow Dari 1500 GMT cast while Tel Aviv Bureau's monitor is on leave. 4. Turkish press coverage was transferred to Tel Aviv Bureau from 23 July to 1 September during our contract monitor's annual leave. 5. Bureau efforts to record Cairo television got underway 30 June thanks to the cooperation of electronics ecialist STAT who agreed to the use of specialist a recording site. SIAI Daily recordings are now made of the main newcast at 2000 GMT as well as ad hoc recordings of special programming. 6. On 25 July we began priority 2 coverage of the audio segment of Beirut television, which we are receiving at the bureau with variable reception through the use of the roof-top antennas. We are covering the 1830-1900 GMT newscast daily asdwell as one weekly news program. The video, which is often unmonitorable in Nicosia, is being recorded for later review. STAT 7. On 30 July we discontinued backstop recording both the Bayrak English 1115 GMT and 1630 GMT casts and the Bayrak Turkish 1030 GMT and 1930 GMT casts as a result of Tel Aviv's improved reception of both beams.
