MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT: Monthly Report -- Bangkok Bureau -- July 1985
I. GENERAL
The bureau management turnover, with Deputy Chief ~eparting PCS
on 26 July and the bureau chief the following week, was compounded by the
TDY departure of Engineer on the 29th for Hq to observe the testing
of the electronic equipment associated with the bureau's ROSET. A Thai Govern-
ment interagency meeting, which is to take up for a third time the bureau's
request for specified microwave frequencies to link the ROSET site at Bang Ping
to the bureau offices, was rescheduled for 2 August. Illustrative of the
bureaucratic complications we have encountered was an unexpected development at
the second meeting: the representative of an agency that has been a key to
opening doors for us failed to concur with our request and referred the issue
back to his agency, evidently unbriefed on the positive role his agency had
been playing. We quickly went over his head to straighten matters out, but it
meant another month's delay before the interagency meeting convened again.
Cambodian military developments having dominated attention during the dry
season, political jockeying for position characterizes the current rainy season.
The ASEAN foreign ministers on 8 July adopted the Thai version of proposed proximity
talks, in which the Heng Samrin representatives would be a part of the Vietnamese
negotiating side. This has elicited sharp criticism from the Vietnamese media.
On 15 July the clandestine Voice of the National Army of Democratic Kampuchea
and Voice of Democratic Kampuchea carried a policy statement, dated 6 July,
of the resistance coalition saying that a future Cambodian government would be
a "liberal capitalist" and parliamentary regime. The next day the two radios
carried a statement containing rare mentions of Pol Pot, who was portrayed as
a nationalist patriot engaging in struggle against the Vietnamese invaders.
II. OPERATIONS
Monitorial/Editorial
1. The bureau has instituted a special Thai military radio commentary
watch for 6 weeks to support a study by a Headquarters consumer.
2. Since Okinawa Bureau's Vietnamese section has been reduced to one
monitor due to redocumentation travel and that monitor does not work on
Sundays, the bureau's Vietnamese section is covering the Sunday Hanoi Domestic
Vietnamese 1000 and 1100 GMT casts for priority material until OW's section is
full strength on 4 August. Bangkok's own Vietnamese section is hampered by four
redocumentation trips this summer as well. In spite of this, the bureau has
maintained full Vietnamese coverage.
