SUBJECT : Monthly Report--Gulf Bureau--September 1985

of interest to him. Later in the program, each participant was
given additional instruction on specific applications relevant
to his/her particular duties. At the end of the program
was assigned the duties of system manager.
Several functions have already been implemented, including the
new monthly non-staff personnel report format, the staff
personnel report, and the bureau inventory. Because of the ease
with which internal memoranda are now being churned out on the
word processor, the bureau chief is considering removal of all
Multimate software to some place of inaccessible storage.
II. OPERATIONS
A. Editorial/Monitorial
1. The Soviet Union made a major inroad into the Gulf Region
when on 26 September TASS announced that the USSR and Oman would
establish diplomatic relations. Omani sources were immediately
checked for reports on this decision; however, no such reports
had been monitored and a negative FYI was filed. Later in the
evening that same day, Muscat was monitored to report on the
decision to establish relations. Oman thus becomes the second
GCC state to establish relations with the USSR following Kuwait.

2. On 28 and 29 September, Gulf Bureau assumed coverage of the
Khartoum SUNA in Arabic 1700-1800 newscast due to poor reception
at Jordan Bureau. In view of a reported fresh coup attempt, high
priority was given to backstopping SUNA, with numerous items being
processed, including several immediate precedence items on the
imposition of a curfew in Khartoum, and the premier's revelation
of a plot to assassinate Sudanese leaders.
B. SPECIAL SERVICES
1. At the request of an embassy consumer, the bureau requested
London Bureau's assistance in obtaining an Iranian publication --
the magazine AL-JIHAD of 9 September -- and processing an article
on the death of a prominent Shiite Muslim figure in a traffic
accident in Bahrain. The publication was located and processed
by London, for which the consumer was very grateful. The consumer
has asked that additional sample copies of AL-JIHAD be pouched
from London.
2. At the request of Liaison, the bureau prepared approximately
6 hours of recordings of Pashto/Dari. The tapes were forwarded
to Liaison.
C. COMMUNICATIONS
1. At the end of August, the bureau began experiencing outage
problems with its primary incoming/outgoing landline communications
circuit. For the better part of two weeks the line between the
bureau and the embassy was dead, with the bureau resorting to use
its back-up microwave system. Exhaustive efforts were made by the
bureau engineer, along with the embassy's TCU staff and repairmen
from the Bahrain Telephone Company, to locate the source of the
outage. In the final analysis, the problems appeared to be numerous.
It was determined that the telephone company had been working on
their lines and may have affected our line; the bureau's in-house
commo circuit wiring was faulty and needed to be worked on; and
the two telegraph convertor units supplied by the telephone company
were found to be faulty. The problems were finally sorted out and
the bureau's primary landline circuit was restored on 10 September.
III. ADMINISTRATION
A. Personnel
1. EOD authorization for a new Arabic monitor,
was received during the month. who comes to FBIS after
a career in the Royal Jordanian Air Force, is expected to EOD on
13 October and will bring the Arabic section and bureau up to full
T/O.

B. Building and Grounds
Discussions with the bureau's landlord were begun concerning rental
of additional space on the ground floor of the building. At present,
the bureau's emergency power generator is housed in an extremely
small room lacking adequate ventilation. The bureau hopes to rent
an adjacent room, which is currently vacant, both for the generator
and to provide additional storage space.
IV. VISITS
A. To the Bureau

2. Ambassador Donald C. Leidel, 22 Sep, for an inspection tour
of the bureau and update on operations, and to meet the newly
assigned staff employees.
3. Headquarters personnel officer, 30 Sep, to
briet sta employees on personnel matters, primarily those
affecting pay, retirement, and insurance benefits.
B. From the Bureau
Bureau chief made an introductory visit to information
minister of Bahrain, Mr. Tariq Almoayed, on 2 Sep, accompanied by
charge d'affaires Larry Pope and the new PAO, Anne O'Leary.
