SUBJECT : Monthly Report--Gulf Bureau--March 1985
I. OPERATIONS
A. Editorial/Monitorial
1. Bureau coverage of the Iran-Iraq war expanded signi-
ficantly during March with the escalation of fighting and
attacks on each others' cities. To ensure timely reporting
of war events, bureau Persian monitors are now reporting 1/2
hour earlier for work in the morning to cover the Tehran
Persian 0330 GMT cast. Tehran Domestic Service in Persian
has been put on open speaker watch for the time being, along
with Bushehr, Shiraz, and Ahvaz regional stations. Coverage
of the regionals has enabled the bureau to file within minutes
announcements of air raid alerts and several unique accounts
of the fighting and air attacks on cities. Also, at BBC's
request, bureau has assumed primary coverage of Tehran Domestic
Service in Persian from 1215-1315 GMT daily, during which time
BBC loses Persian coverage on MW owing to a station switch to
Bengali service.
American Embassy Manama consumers have requested that editors
keep them abreast of developments in the war.
2. On 1 March, Bangkok Bureau requested that Gulf attempt to
backstop Dhaka radio for an Ershad speech (to be re-read in English).
The station was unheard at Gulf on all known frequencies.
On 2 March, Bangkok again requested Gulf's assistance in
backstopping Karachi Domestic Service in Urdu for a speech by
Ziaul Haq. Bureau Urdu monitors recorded the speech with fair/
good reception, but processing assistance was not required by
Bangkok.
3. Several ad hoc processing requests were received during
March. On 6 March AG requested priority handling of an AL-WATAN
interview with the DFLP's Nayif Hawatimah. The item was processed
in two takes and cleared within 4 hours of receipt of message.
On 10 March Jordan Bureau requested priority processing, for
local embassy consumers, of a QNA report on remarks by Fatah
Central Committee member Khalid al-Hasan on "U.S. Mideast policy
and the Arab Leaders". While no QNA report could be found, reports
on the remarks from Kuwaiti and UAE papers were filed.

4. In reaction to the death of Chernenko, bureau Central
Asian monitors were kept busy monitoring Soviet regional radio
behavior. Daily radio behavior FYI's were filed from 11 March
and discontinued on 14 March at headquarters request.
5. In response to a liaison request, the bureau prepared
and pouched eight tapes containing recordings of Jedda Interna-
tional Service in Turkmen.
6. On 26 March the bureau was requested by BBC/LD to assume
full coverage of the Saudi Press Agency because of a line problem
in London. Gulf's printout of SPA is excellent and we were thus
able to assume coverage with no undue strain on Arabic staffing.
BBC resumed coverage midday on 27 March. Bureau was again asked
to assume coverage for approximately 1 hour on 29 March owing to
BBC's loss of line.
7. Persian monitor/trainee completed the
first stage of her training and is now processing items without
countersignature of a senior monitor.
B. Communications
1. From 3-12 March, embassy TCU requested bureau's
cooperation in closing down primary send circuit for several
hours daily owing to work being done at TCU. The receive side
was not affected. The outages occurred during the bureau's
non-peak workload hours and thus operations were,not seriously
hampered. The bureau's backup Telex system was used to file
any immediate items during the outage periods.
2. Teletypist returned to duty on 10 March
following a lengthy illness. Her return was most welcome and
helped to alleviate a serious staffing shortage over the past
few months. With her return, bureau Administrative Assistant
who had been assisting with teletype duties, has
returned to her full-time administrative duties.
II. ADMINISTRATION
A. Personnel

2. The bureau chief departed 31 March for annual leave and
the bureau chiefs' conference.
