OPERATIONS A. Monitorial/Editorial For the second consecutive month the bureau set a new monthly production record, again surpassing the one million words benchmark. Publishable wordage in December was 1,000,530, but January output shot well ahead of that figure: 1,134,070. This record-breaking effort was due in part to faster receipt time on several major journals (we were processing four issues of HONGQI ,at one time) and the receipt of other papers and journals not previously obtainable by subscription. Through arrangements with our Beijing contractor, copies of HONGQI, LIAOWANG, GUOJI WENTI YANJIU, and SHIJIE ZHISHI are being purchased off the newsstands as soon as they are available and pouched immediately to us. So far this has cut the receipt time from about 3 weeks to 7-10 days after publication. We are try r4 to get BANYUETAN through the same arrangement. Beginning in January w )' 'also started receiving, among others, CHANGJIANG RIBAO (Wuhan), CHONGQIN ,RIBAO (Sichuan), NONGMIN RIBAO (the Peasant's Daily), and FAZHI BAO, the mouthpiece of the central legal authorities. One major event which upped our wordage was the 50th anniversary of the Zunyi Conference. The media carried many items in connection with this historic meeting, including one 32-take piece from HONGQI. .- The bureau's coverage of the Hong Kong AFP service also contributed to the record wordage, with output surpassing 72,000. B. Lateral Services 1. The bureau has reduced its file to the American Consulate in Guangzhou, at their request. Consulate political officer Roberta Chew visited the bureau on 7 January for a briefing and discussion of our file. She said their circuit could no longer cope with all the FBIS traffic, as much as they would like to continue receiving it. It was agreed to reduce the file to items from nearby provinces of interest to the Consulate, Hong Kong press items on those provinces, and some select items from the major central press. Okinawa Bureau was also notified of the request to cut down on the file. In followup correspondence last week, Ms. Chew advised that the reduced file had greatly eased their communications problem and that they might be able to receive some additional types of materials. rrInv Annroved for Release 2010/09/09 : CIA-RDP86-00040R000300530013-1 3TAT STAT STAT Sanitized Copy Approved for Release 2010/09/09 CIA-RDP86-00040R000300530013-1 2. At the personal request of Sharon Horton, head of the U.S. Trade and Development Corporation/Asia Region, assigned to the Consulate, the bureau translated into Chinese the text of an agreement between TDC and the Government of Shenzhen Special Economic Zone. Ms. Horton had learned only late in the afternoon of the 31st that the Shenshen Government wanted the agreement in Chinese, and the signing ceremony was the following morning. Senior monitor Francis Ng produced the document in beautiful calligraphy. 3. The bureau chief received a letter from the Consul ?ics Section commendin the bureau in general, and senior editor specifically, was praised for his quick assistance in racing down requested articles on PRC economic reform. The letter expressed appreciation for the "invaluable support" the bureau provided through its "voluminous and accurate translations of the Chinese press" and its "cooperative and professional on-the-spot responses to nebulous requests." C. Technical The bureau's microwave antenna--whose communications path with Mt. Butler was threatened by a new 55-story building in Wanchai-- was relocated on 18 January at the opposite end of the 14th floor, in the area which had been our communications room. While the in-house relocation solves our immediate problem, efforts to come up with a more secure communications link to Mt. Butler continued during the month. The bureau chief and senior technician Yeung held further talks with representatives of Hong Kong Telephone Co. They have promised to let us know by late March what kind of a system they could provide for us and its cost. (See also Buildings and Grounds) II. ADMINISTRATION A. Personnel 1. Monitor gave notice on 25 January of his intent to resign h.As bureau is presently one over monitorial I/O, we do not intend to replace him for the time being. 2. an applicant for our teletype operator vacancy, received medical and security clearances and is expected to EOD in late February. 3. The Consulate has advised that the annual review of local employee pay scales will be more extensive this year. The annual review includes a study of pay scales for workers doing comparable work in private industry and local government. The review this year will involve a greater number of firms and a more concerted effort to match up types of work when comparing pay. Buildings and Grounds All renovation work undertaken in late November to relocate the bureau's communications room and microwave antenna was completed by the end of the month. After relocation of the communications room in late December, the old comma area (excluding the space which now houses the microwave antenna) was converted into an employee dining area. III. Barbara Schrage, chief of the Consulate Political Section, political officer Pat Delvecchio, and Roberta Chew from the Consulate in Guangzhou visited the bureau on 7 January for a briefing on FBIS and the bureau. STAT D. visited the bureau the afternoon Of the 24th during an 8-hour layover en route to Australia.
