SUBJECT : Monthly Report - London Bureau - August 1985
I. GENERAL
The Strike: With an assist from Gulf Bureau, which picked up Tehran
and Kuwaiti coverage, BBC managed to get through the first ever union
strike at the Monitoring Service with only minimal loss or
postponement of some less productive coverage. The 24-hour NUJ
(National Union of Journalists) walkout was in protest against what
was viewed by many - including non-union members - as a cave-in by the
BBC Board of Governors to Home Secretary Leon Brittan and Prime
Minister Thatcher over the showing of a BBC TV documentary on the two
political extremes in Northern Ireland. The BBC Board of Management
in turn bowed to the Governors and no one, in the opinion of the
FINANCIAL TIMES, came out of the contretemps particularly well. The
strike wiped out all BBC radio and television news, including that of
the External Services, for 24 hours - the first time ever that
External Services' newscasts had been "blacked." The External
Services, as the FINANCIAL TIMES observed editorially," suffered
because their reputation had been challenged; they are "admittedly a
shoestring opeation, but one commanding great respect," the paper
said. It was this perceived threat to the reputation for independence
that was primarily the motive for the Monitoring Service's NUJ members
joining their Bush House fellows in the protest.
II. OPERATIONS
A. Technical
Engineer ___modification of commo's INTEQ transmitters
feeding the primary Mode I has proved itself in the first month
of operation. In 99.9% of the cases an operator error is now
detected and the printout is suppressed; previously, an error
resulting in a non-transmission would not have been detected.
B. Lateral Services
A survey by the bureau chief of Embassy and other local consumers
resulted in deletion of two of five existing lateral services and
addition of two others. While Embassy consumers took an
unsurprisingly detached view of most available service packages,
FBIS has an enthusiastic customer in the Political Advisor at
CINCUSNAVEUR, who said FBIS services were essential to the

Command and that the Middle East and North African files were
read with particular attention for reports on military movements
and terrorism.
Personnel
1. Some long-timers departed their posts: Chief Editorleft
9 August, returning PCS to Washington after a three-year-plus
tour, and wound up a double tour as Chief, Cologne
Unit, leaving for Washington PCS on 29 August after serving at DW
since June 1981.
2. In the "good work" category, editor was promoted
to GS-10, and Administrative Assistant was awarded a
7ications Supervisor Land his deputy,
were each awarded Cer ca es o Merit with
$1,000 checks for their "exceptional performance in developing
London Bureau's personal computer program."
