Monitorial/Editorial 1. Following the unexpectedly peaceful congressional election of Victor Paz Estenssoro as president of Bolivia on the 5th, the bureau the next day covered the inauguration ceremonies, during which outgoing President Belaunde and Paz spoke. The new government announced its economic package on the 29th. The bureau remained open that night to process the speeches made by the president and the planning and finance ministers. The most controversial aspect of the package is the salary freeze that has been imposed, resulting in a mood of discontent in the country that led to many labor strikes as the month ended. 2. In a further attempt to enhance the Chilean coverage package, the bureau has started subscribing to the opposition magazines CAUCE, ANALISIS, and MENSAJE, and is trying to obtain the magazine APSI. Thus far, the bureau has processed several interviews with opposition figures. In addition, the bureau has received ANTELCO agreement to test and use, if reception warrants, a rhombic antenna that ANTELCO had been using for transmissions to and from Hamburg, Germany. The bureau years ago tested the antenna when it was double-ended, but now that we can use it exclusively, we have found that reception of Santiago Domestic Service is improved through its use. Due to the bad rainy weather conditions making it almost impossible to get to the remote site, our survey is not complete; once the weather clears, we plan to conduct a complete survey and report its results. 3. On the 2d, new Peruvian President Alan Garcia vowed to maintain his policy of limiting foreign debt payments to no more than 10 percent of export earnings, despite an earlier announcement by the United States of an aid cut because of an overdue payment. Garcia's speech was relayed to the bureau by our contractor in Lima. In a Sanitized Copy Approved for Release 2010/09/08: CIA-RDP86-00040R000300570006-5 -2- four-and-a-half-hour speech that the bureau covered live via our contractor, Prime Minister Alva Castro on the 26th addressed Congress to explain the new administration's plans for administrative and economic reforms. At midmonth, the government initiated an anti-drug campaign with military and police forces dismantling several large cocaine-processing facilities. On the 31st, the state petroleum enterprise took control of foreign -- including U.S. -- oil companies operating in the country pending contract renegotiations. 4. The Paraguayan Government on the 9th ordered a popular opposition radio station, Radio Nanduti, to stop broadcasting for 10 days because of alleged irregularities. At midmonth, President Stroessner delivered a televised speech on the 31st anniversary of his assumption of power in which he praised the military and chided the opposition. The bureau texted the speech and sent a videotape to Headquarters. The Embassy political officer expressed his appreciation for the bureau's processing of the speech since it was not published in the local press and was otherwise unavailable to the Embassy. Also during the month the local currency suffered a major depreciation, falling from some 40 guaranies to the dollar to as high as 1,150 at one point. As the month ended, the guarani was hovering at around 800 to the dollar. B. Lateral Services 1. At the request of LRB, the bureau conducted a survey of La Paz Radio Fides 19-27 August. The survey originally had been planned to last 2 weeks, but because of poor reception and the fact that the radio did not carry unique reportage, the survey was dropped after 1 week. 2. In response to a telephone request from Carolyn M. Allen, economic counselor at the U.S. Embassy in Buenos Aires, the bureau provided her with a videotape of the 6 August televised address to the nation by Argentine Economy Minister Juan Sourrouille on the government's new economic program. C. Cruising During the month the cruising monitor checked reception of Radio Free Suriname with negative results. He also conducted a survey of Moscow International Service in Spanish and Portuguese, Moscow Radio Peace and Progress, and Radio Magallanes because of sporadic poor reception at the bureau in recent weeks. In addition, he cruised Chilean radios and Brasilia Radio Nacional da Amazonia. D. Technical 1. With ANTELCO's permission, the technical staff modified a rhombic antenna at the remote site that ANTELCO had previously used for transmissions to and from Hamburg, Germany. Formerly beamed at 33.39 degrees, the technicians have made temporary modifications for testing purposes and now the antenna is directed at 213.39 degrees. Reception of Santiago Domestic Service, approximately at 230 degrees, is better, but we need to conduct a complete survey before making a definitive statement. Further testing will be conducted once the rainy conditions improve, allowing travel to the remote site. The annual complete electronic equipment inventory was conducted during August. II. ADMINISTRATION A. Personnel 1. Editor received a promotion to GS-1O effectivSTATe 2. Unfortunately, the bureau's candidate for the associate editor position has informed the bureau that she has received job offers in her particular field outside the country, one of which she will most likely accept. The bureau is now contacting other applicants from our recent recruitment effort to see if they are still interested in employment. Otherwise, the bureau will have to readvertize. B. Building1_and_Grounds The bureau has reviewed the drawings for, and approved the construction of, a new two-man editorial desk with a Lazy Susan. The desk should be completed by late September. 1. The Bureau Chief TDY'ed at the U.S. Embassy in Lima 16-19 July. He consulted with Embassy officers and the bureau's contractor. The Chief received high praise from senior Embassy officials for the bureau's file. He also observed that the Embassy lives in a virtual state of permanent siege because of the terrorist threat. With Headquarters approval, the bureau will provide the contractor with additional equipment. 2. ALA/Brazil analyst visited the bureau on thLJIHI 28th for a briefing on bureau ,. Brazilian coverage.
