The bureau chief, staff cruiser) land Hong Kong Bureau monitor conducted a content survey of Philippine medium wave radios from Clark Air Force Base 9-20 December. The second phase of the survey will begin 13 January and will focus on southern Philippine medium wave transmitters that can be heard from the city of Cebu. B. The depreciation of the dollar, which continues to hover around the 200 yen mark, has already significantly affected the U.S. defense outlays in Japan. With the yen's almost 20% appreciation since September, Japanese officials reportedly have predicted a more than $500 million shortfall in U.S. defense spending in Japan by next September. According to the officials, the yen's impact on U.S. defense spending will be a major topic of discussion at the Japan-U.S. working-level defense talks scheduled for Hawaii in mid-January. In fact, those same officials maintain that the United States has already informally asked Japan to increase its share of the defense outlays to make up for the dollar's devaluation, but Japan has refused, citing fiscal difficulties and the limitations of the Japan-U.S. Status of Forces Agreement (SOFA). In the meantime, the U.S. Navy has begun reducing the working hours of some of its Japanese employees, with the other services expecting to follow suit shortly. Approximately 20,000 locals are employed at U.S. military installations throughout Japan. C. Kadena Air Base continues to expand as other military facilities and housing areas on the island are phased out. More than 300 additional housing units, a large sports complex, and numerous military facilities are scheduled for completion within the next six months along with a 12-classroom, 2-laboratory addition to the base high school. D. Live ammunition and poisonous snakes (also live) generated no little excitement among the bureau's Japanese employees during the month. In the first instance, a maintenance man looking for edible roots in the jungle directly behind the bureau chief's house came up with a live 5-inch shell instead. A military disposal squad was called in to remove the shell, which had been there since World War II. In the second incident, workers clearing access roads into the bureau's antenna fields uncovered four of the island's deadly habu snakes. The Japanese workers gleefully captured the snakes live and sold them for $25 each to a snake farm that stages habu-mongoose fights for tourists. A. Monitorial/Editorial 1. The Russian team received praise from AG Chief L__]for its "continued excellent work" in preparing the consolidated leadership tapes. 2. New Russian monitor arrived from Australia on 20 December, while a second Russian candidate, accepted a firm job offer and is expected to enter on duty sometime in March. 3. Letters were sent to the top four Chinese monitor candidates and first three alternates that were interviewed and tested in Taiwan in November. Completed Applications for Employment and related documents were returned by six of them by the end of the month. We hope to bring three new Chinese monitors on board within the next few months. The applications were not without some unexpected responses. For instance, under "type of complexion," one person put down "brunet" while another wrote "square." Still another applicant listed under "sports:" "Swimming - can swim almost non-stop." 4. The subscription to the monthly Taiwan magazine Lien Ho Yueh Kan was canceled after it was found to be consistently unproductive. B. Cruising cruising office Bureau in Janua arrived PCS on 1 December to replace staff who will begin an extended TDY at Bangkok 2. I bureau cruising monitor for the past 30 years, retired on 1 January. At retirement ceremonies in the bureau chief's office, was presented with a Certificate of Appreciation from the Japanese Government. The bureau has also nominated him for the FBIS Career Medal. The exterior walls of the bureau's new cruising and ROSET control room were completed, the floor tiled, electrical wiring installed, and the installation of paneling and soundproofing tiles begun. The contractors are awaiting sunny weather to waterproof the roof. 2. New water pipes and an additional fire hydrant were installed at the bureau. The old hydrant behind the carpenter shop was deemed inaccessible to firefighters, so the new one was installed ten feet from the main building. 3. Technicians repaired the emergency generator switching gear after the generator failed to come on within the allotted 20 seconds after a commercial power outage. Buildings and Grounds 1. Eight bureau houses received complete sets of Ethan Allen furniture. The almost 50,000 pounds of furniture was delivered on 24 and 26 December. 2. The kitchen in the deputy chief's house has been renovated marking the completion of kitchen renovation in the staff houses. Following a play performed by the children which received sustained applause and calls for encores from the proud parents, a sweating Santa and his elf passed out presents in the balmy weather. The adul s en stationed themselves around the heavily-laden food table and waited for the children to tire themselves out running around with their new toys. The party was a complete success thanks to the enmhinpd efforts of 2. FBIS was well represented at the New Year's Eve party at the Kadena Base Officers' Club, although some of the older staffers were complaining of sore muscles the next morning from dancing to music better left to the teenagers.
