Along overdue cost of living pay increase was approved for local employees effective 3 February. With the local inflation rate increasing 20-30 percent over the past 12-18 months, the across-the~oard increase of 12.47 percent plus an additional 7,560 guaranies for each employee was, as expected, much appreciated. A. Monitorial/Editorial 1. In Bolivia the precarious politico-econanic situation further deteriorated. On the 9th the currency was devalued by over 400. percent; many private banks wpxe closed for long periods during the nanth due to disputes with workers; and paper currency became the. country's third largest import, behind wheat and mining equipment. In addition to many strikes and stoppages declared by the Bolivian Labor Confederation, that organization has taken over also numPSOUS goverruneiztal functions in the supply and distribution of goods and staples. 2. Assistant Secretary of State Langhorne A. Nbtley`s visit to Chile 17-20 February highlighted events in the country during the mrmth. The visit, the highest-level visit by a U.S. official to the country in some years, was evidently very carefully covered by the ChiI.ean domestic service and other media, whose accounts differed from international press agency reporting on the nnre sensitive issues -- htAnaxi rights and the political situation. At th same time, Finance Minister Luis Escobar, considered a Jarpa prot~ge, was replaced by former Pl.annning Minister Hernan Bocci. 3. Argentina may be witnessing the end of a united Peronist political movem~.nt. .Bitter infighting for the leadership of the Peroni.st movement led to separate congresses and two sets of leadership. At month's end Mrs. Peron, who is resident in Spain, washed her hands of Peronism, telegranming her resignation from the party presidency. President Alfonsin accepted the resignation of Etbn~~ Minister Grincpun and Central Bank President Vazquez apparently because of personality clashes within the economic team. 'The shakeup, announced on the 18th, cbes not appear to presage any substantial change in policy. 4. Brazil launched its first satellite, BRASILSAT I, on the 8th frown the Etiiropeari space launch facility in French Guiana. Although the footpath for the satellite is reportedly a spot beam intended for t.~" Brazil, Panama Bureau will attempt to use its ROSEI' to cruise out the satellite after it becotres operational sometime in March or April. 5. In mid~ronth the Uruguayan Congress met for the first time in 11 years. 'The presidency of the republic passed. to the Supreme Court president when the president of the military regime, Greg~:o Alvarez, resigned to avoid having to cede power to de-nocratically elected. President Julio Sanguinetti on 1 March. 6. The bureau's long awaited hookup for the Paris AFP Spanish service carried by satellite tools plane on 26 February. The bureau will revert to the SOP that existed prior to the break in the RTI' service at the beginning of the year -- covering our wan area, backstopping Panama Bureau, and filing imned:i.ate and flash materials as warranted for other areas. 7. On the 21st, REUI~.tt LATIl~I representatives fran Buenos Aixes visited the bureau to see if we were interested in again. subscribing to the service, which will be available in AstuLCion sometimme in March. They offered to let. the bureau sample the. service before we make a decision. The two representatives, Raul Correa, sales manager for the Southern Cone, and Graham Spencer, markets manager for Latin America, claiired the agency is reentering the Cone market in a 'rbig way,." expanding the corps of correspondents and stringers and beefing up LATIlJ's headquarters in Buenos Aires. B. Cruising The Bolivian frequency occupancy survey was ce~npleted.during the month and wirefiled to Headquiarters. Wbrls has begun on the Peruvian survey.. The bureau received four of the C~ transceivers, and sore of the ancillary equipments, that were damaged earlier in shipment to the bureau and had been returned to Headquarters for inspection, replace~rexLt and/or repair. 2. One modified Frederick tape reader Model 1403 Sly 18221 was shipped to London Bureau. 3. The first preventive maintenance of the year was carried out at the Antelco remote antenna field by the bureau's contractor. 4. Work has started on installing along-,wire antenna at the Antelco remote antenna field to improve reception of Argentine and Uruguayan transnitters, particularly in the mecliim~rave band. Personnel 1. During the month the ~inbassy `s .formal approval. for the bureau's new associate editor's position was forwarded to the Department. The bureau now awaits the final go-ahead from FBIS Headquarters before the ~ local recruitment can begin. 2. The bureau recruitireizt effort to hire a new monitor to replace who is on a year's LWC)P until January 1986, began at month's end. The bureau is recruiting for the first time at the FBN-07 level, steel of -06 level -- another step forward in implementing the overall restructuring of the bureau's T/O with the adoption of the FBi~T system.
