OFFICE OF SOVIET ANALYSIS
is hereby awarded the
MERITORIOUS UNIT CITATION

in recognition of the outstanding performance of its members from March to
November 1982. Their extraordinary achievements during this period were directly
responsible for the development of the military-economic data base which
supported the Office's revision of the Intelligence Community's perception of
Soviet defense activities. The Group's careful and meth odical efforts produced a
body of data with such a high degree of accuracy that, despite repeated challenges,
this pathbreaking assessment was widely accepted by the highest levels of our
Government and by our NATO allies. The professionalism, dedication, flexibility
and endurance of the employees of the Defense Economics Working Group earned
the respect of their customers and reflect credit on themselves and the Central
Intelligence Agency.
