Overall, the Office of Communications finds no significant problems with Titles I, II, III, and IV insofar as our mission and functions are concerned. 25X1 2. Of minor concern is an apparent conflict between sections 414 (b) (13) and 115 (c). The conflict concerns the support to, and the duties of, the DNI and the DCI. OC is tasked with providing communications support to both the DNI and the DCI; however, should the DNI be someone other than the DCI, some jurisdictional issues could arise. It appears this problem stems from a change in Title I which is not carried throughout the remaining titles. 0 25X1 3. Other of our observations which may be of interest are as follows: a. Title I. Section 133 (a) requires Presidential authorization of all Special Activities; however, the final sentence of"t at section implies that Special Activities may be conducted without Presidential approval if no NSC member or committee believes the activity involves substantial risk. It appears this inconsistency ought to be remedied. It appears that in Title I, Section 112 (a) there should be a definitive statement of NSC respon- sibilities with respect to Special Activities.
