(U/IUO) As you are all aware, the intelligence charter legislation was introduced in the Senate on Thursday, 9 February 1978. This matter is of utmost importance to this Agency and the Intelligence Community. The bill, as introduced, is in my view a much better piece of draftmanship than the early Senate Select Committee on Intelligence drafts with which we worked. In large part, the changes reflected in the bill as introduced are the product of the many hours of hard work which officers in your components devoted to this task, and I would like to thank those who participated in this undertaking. There are, of course, many extremely important and troublesome provisions that remain in the legislation, and it is vital that we work during the coming months to ensure that everything possible is done so that the legislation reflects our essential needs, andthat it allows us to continue to operate in such a manner as to provide that intelligence which our Government needs and to conduct all necessary activities as directed by the President and the National Security Council. In order to accomplish this through written reports to the Congress and by way of testi- mony, it is essential that we establish and follow clear lines of responsibility and direction. 2. (U/IUO) Mr. I I, Associate Director-Management, National Foreign Assessment Center, will continue to serve as the focal point officer in the Agency responsible for tasking components on all intelligence charter issues and for pulling together the views and material for my review and for presentation to the Congress through the Office of Legislative Counsel. (U/IUO) Each of you shall designate one officer from your com- ponent as the focal point for charter legislation matters within your office; that individual's name shall be transmitted to Mr. by 22 February 1978. These individuals shall constitute the intelligence charter legislation Task Force to be chaired by Mr. 0 Each of the focal point officers shall consider tasking on charter matters to be his or her priority task. You shall ensure that the manpower and time requirements necessary to meet the demands of intelligence charter tasking are made available for this undertaking.
