SUBJECT Intelligence Charter Legislation (U)
REFERENCES NFAC 729-78, dated 23 February 1978
1. (U/AIUO) The Office of Communications has reviewed
intelligence charter legislation, S. 2525 and the paper
attached to the reference. This Office has no substantive
comment on the Title IV issues discussed in the paper.
Further, the Office has no suggestion for additional issues
in Title IV.
2. (U/AIUO) Attached is a paper on an important issue
in Title VI, which is not yet under Agency review. We have
made an early submission on this issue as it identifies a
significant impact on the CIA's and the Director's respon-
sibilities. You may wish to discuss the merits of this
paper with the other Deputy Directors before Title VI review
is undertaken by the Agency.
