1. We appreciate the opportu dinate and
comment on the article prepared by on the work
of the Task Force he directed. We un ers an that the
article has been proposed for publication in the DDA Exchange.
In addition I have solicited the views of OTS.
2. Since we have been indirectly involved in the work
of the Task Force, we have no comment on the accuracy, detail
or content of the article. We do believe that it is
unclassified.
3. While we do not oppose the publication of the article
in the DDA Exchan e, we question whether this is the proper
media. As you cnow the DCI is obligated to report to Congress
the results of his search for unwitting victims of drug
testing by the CIA. We understand that a final report to
Congress is in preparation. Because of the public interest in
drug testing we anticipate that the DCI's report will be made
public by the Congress or at least refer to the report in the
press. As a result the Agency can expect queries by the press
and FORA requests for copies. In fact there are two current
FOIA requests by Stephan C. Kozachik, Regional Director for
the Citizens Commis Human Rights, for information such
~T~TIN TL as contained in the article. It is believed that the
article on the work dings of the Task Force might serve
such requests if it is a stand-alone publication. If the
article is part of the DDA Exchan e, under an FOIA request
portions of the Exchange woul e enied and thus raise
unnecessary questions as to full disclosure, even though the
material denied is unrelated. It has been suggested that the

article and the DCI's report to Congress be published as a
DCI paper. One media for this could be the DCI Notes,
however the article is a little long for that vehicle. ~T~TIN TL
