MEMORANDUM FOR: Director of Communications

SUBJECT: Weekly Staff Notes, 3-7 December 1984
1. OC's submission to the FY-86 Congressional Budget was
sent to the Comptroller.
2. The FY-85 OC operating budget documentation was formally
distributed to the Divisions. OC components were asked to submit
their FY-85 unfunded requirements by 21 December.
3. RAG officers met with Dr. Dick Crawford at the Defense
Communications Agency. Dr. Crawford is a senior scientist who is
DCA's focal point for advances in HF technology. The purpose of
the visit was to learn of projected HF capabilities in the latter
part of this century for inclusion in the communications portion
of the Study. Information we learned during this
visit will be be shared with OC-ED and OC-FND.
4. A feasibility study on the establishment and operation
of a consolidated T$I/R$R facility for Agency as completed
5. A year-end report on the OC CRAFT Program effort was
distributed to the D/CO and all OC Division Chiefs on 3 December.
6. As a result of a meeting on 3 December with officers
from the OC-MLS/Contracting Team and OC-CSD, P$PD will establish
a tiger team to formulate and implement new procedures to improve
