Subject: Proposed CIA Building
1. In connection with our conversation of 17 Novei~nber
1954 regarding a proposed CIA building, this is to advise tl'iat the
Director and I conferred vrith Chairman Russell, of the Senate
Armed Services Committee, on 29 August 1951,regarding legis-
lation to authorize CIA to construct a building, Senator Russell
stated that he would handle the matter personally with his Com-
mittee and make the necessary explanations, and that he preferred
that no CIA witxiess appear, ~ ,
2. Immediately following our talk vrith Senator Russell, the
Director and I paid a courtesy call on Senator P,yrd to inform him
that vre proposed placing the CIA building in his State. Senator
Byrd expressed his normal concern regarding the continued fed-
eralization of Virginia counties adjacent to the District with resul-
tant tax dosses, but agreed not to appose the CIA request, STATINTL
