Dear Mr. Aelfell
The Central Intelligence Agency has a pressing requirement for
the construction on its Headquarters property at Langley, Virginia, of a
modest and incorspicuous motor pool garage building. Last year the
Agency lost the property in Rosslyn wait% It had uti1i7ed for tale purpose
for many years when the owner elected not to renew his lease arrangement
with General i,ervices Administration. After an extended search Gldi

Increased Agency costs by over $100,000 per year.
Even before moving to Ut after we term, that we would
lose the Roslyn garage we Initiatedp - nn tag for a garage and motor pool
at the Langley Headquarters. We asked GSA to initiate A&Li work during
the last fiscal year. This has now progressed to the preliminary design
plume at which point it is necessary to seek COMIAISSi081 approval.

requires In order to sanction the work done thus far and to make possible
the completion of the A&E contract. We are also extremely anxious for

the Agency to avoid publicity on this garage project at least until the
construction contract has been put out for bid. We therefore urge such
handling of the project as to achieve that objective. GSA. CIA and the
Mal contractor representatives are prepared to meet with Commission
staff members and us required with the Commission itself as soon as
convenient for the Conunission to set up executive session handling of
this matter. GSA is forwarding the required papers to the Commission
