SUBJECT: Protection and Enhancement of Environmental Quality
in the National Capital Region
As the central planning agency for the Federal and District of
Columbia Governments in the National Capital Region, the National
Capital Planning Commission is considering the adoption of POLICIES
AND PROCEDURES FOR IMPLEMENTING THE GOALS AND POLICIES OF THE
NATIONAL ENVIRONMENTAL POLICY ACT OF 1969 AND EXECUTIVE ORDERS
11507 and 11514 FOR THE PROTECTION AND ENHANCEMENT OF ENVIRONMENTAL
QUALITY IN THE NATIONAL CAPITAL REGION, as set forth in the enclosed
draft.
We believe that a special effort should be made by the Federal, state,
. and local governments in the National Capital Region to implement
the National Environmental Policy Act o~ 1969 and Executive Orders
11507 and 11514. .
Your comments on the draft are requested so that the Commission may
have the benefit of your thinking prior to adopting its policies
and procedures in this important area. It would be appreciated if
we could have your comments by June 30, 1970, in order for them to
be evaluated prior to the Commission's July 2, 1970 meeting.
