The Deputy Director of Logistics requested that this Division review the reference and determine what other government agencies, specifically the General Services Administration (GSA), have done to implement the provision of the National Environmental Policy Act of 1969 which requires the issuance of procedures for the develop- ment of environmental impact statements and to then formu- late appropriate procedures for this Agency. 2. Interim procedures have been obtained from the Federal Supply Service, the Property Management Service, and the Public Buildings Service of GSA, as well as from the Department of Defense and the Department of the Army; copies of these documents are attached (Attachments 1, 2, 3, 4, and 5). 3. A LOGISTICS INSTRUCTION appears to be an appropriate way of implementing the Act, and two proposed LI's are attached. The first is a long form which draws heavily on the document issued by the Public Buildings Service (Attachment 6). The second LI (Attachment 7) is shortened and is, in our opinion, adequate and most appropriate to this Agency. 4. The agencies listed above, with the possible exception of the Federal Supply Service, are involved extensively and on a continuing basis with matters which impact on the environment. For this reason they have apparently felt it necessary to construct detailed step- by-step implementing instructions. Most of it is a paraphrased restatement of the provisions of the Act which would seem to be unnecessary. 5. This Agency, on the other hand, has very little involvement in matters which impact upon the environment. (It is assumed that for cover reasons, Agency activities such as etc., would abide by the procedures of their cover agency and this Agency's procedures would, therefore, apply only to our overt activities which involve the Headquarters Building and cer- tain other Washington area activities such as NPIC.) In view of the limited area of application, and the paucity of actions within this area, the shortened LI is recommended. 6. The Council on Environmental Quality must ultimately approve the Agency's procedures. If either of the proposed LI's is acceptable, this Division will initiate contact with the Council on Environmental Quality to obtain their approval.
