SUBJECT: Meeting with Legislative Counsel
1. Agency negotiations for a new building will probably be more
complex than was the case at the time of planning and constructing the
present Headquarters Building. Possible complexities were discussed
with , Assistant General Counsel, OL, which surfaced the
need for early policy decisions concerning the negotiation path which
we should. follow. In the light of potential conflicts between the
Agency's statutory powers and those granted the Public Buildings
Administration under PL 86-2i9, it was felt advisable to make the
Legislative Counsel aware of this matter at the earliest opportunity.
2. appreciated the briefing given him concerning the
BPS and the direction of our efforts. He will provide his personal
support as well as that of his staff. I advised him that all of his
considerations and research into this matter must be held within the
Agency for the time being. He noted that and others in 25X1A9a
OLC were here and participated in the development of legislative po-
sitions and documents during the planning for and construction of the
present Headquarters Building.

DDP; these included major responsibilities including Division and
Staff Chief and Chief of Station type assignments:. He, therefore,
had had little time to consider legal matters of the Agency even though
his background in law provided him with an interest in this field.
will review previous legislative action in this regard and
will make himself acquainted with PL 56-219 and the Agency statutes,
where they relate to this subject, in order to prepare himself for
future action in our behalf.
Via. gratuitously offered the opinion that the Agency
had gained from the consolidation in the Headquarters Building. He
personally hopes that new construction will not tend to compart our
various components beyond the essential requirements of good security.
