Title Concerning scienitifc research in health service organization (Report read at the scientific session of the Institute for Organization of Public Health and History of Medicine imeni V. A. Semashko. Acad. Med. Sci USSR) Periodical Sov. zdrav-, 3, 14-20, May-June, 1955 Abstract Because of large expansion programs, particularly within heavy industry, the CFSU expects public health system to improve its position in coming years by intensifying research in history, theory, and organization of health service. Scientific research provides favorable soil. for devel- opment of well organized system of medical aid. Medical scientists must develop such forms of organization of medical aid which would en- sure sharp reduction in incidence of dij~htheria, scarlet fever, influ- enza, malignant tumors, traumatism, and gastro-intestinal infe:tions. I STA Card :2/2 FD-2i84 Procedures must be developed that would be applicable for bot.h the city and village populations; the dispensary method of medical service must be extended to meet the needs of all Industrial and agricultural workers. Kashanova, Voyenno- Meditsinskiy Zhurnal., No 11., NOV 56, PP 50-54 The article discusses insufficiencies inherent in the construction of air-sampling devices currently in use, particularly the S. S. Rechmenskiy apparatus. It is considered that the greatest possibilities for collect- ting bacterial viruses, rickettalae, and toxins are afforded by devices which operate on the basis of air filtration through liquid or dry (soluble or insoliible) filtor-c. A new apparatus, illustrated in Fi6ure 1 [Photo No 2705j9j, for collect- ycis is described.- r efly the Ing air samples for bacteriological anal F upparatus consists of a U-shaped glass tube 25 cm long with a diameter of 1.5 'im.. connected by a short rubbi!r tube to an inverted 250 ml bottle 14 an deep and 6.5 cm in diameter. The bottle has a spigot at the bottom with an opening of 1.5 cm. The assembled apparatus makes it possible to connect vessels of varying diameter and volume. The tube and part of the bottle are filled with glass beAs; 40 m~', of pbysiological solution of bouillon- (peptone vater) is pollrei into thm apparatus. A rubber tube 3o-4o cm long, is attached to the tube the bat-,tom of the bottlep and air is filtered through the liquid by an aspirator attached to the opening of this tube. Inclusion of the beads in -the system provides greater surface for aerosol adsorption, thus accelerating the process, considerably. Experiments with the above-deticribed. apparatus showed that the use of bouillon or peptone water increELsed the collecting capacity of the apparatus. After filtration of the air, the fluid wat3 poured into a glass container and investigated by usual methods depending on the situ- ation. It is noted that any test can tie performed with 30 ml of liquid, including biological tests on animals. The article mentions that an ordirary pump [Photo No 2705601 can be used for aspiration of the air (:Ln addition to aspiration by mouth). If the test is carried out in an inrected atmosphere, the apparatus can be connected to the inhalation valve of a gas mask. Volume of air aspirated is calculated according to the usual. method, described in the text. On completion of the experiments, the accitracy of the calculations was ver- ified by special tests in which a 11oxisoueter was used. The authcra dLecuse prelitidnary, experiments in which the collecting capacities of the Pasteur flaok, Uie Koch method, and the apparatuses of Krotov, Rechmenskiy, and D'yakanov were comparatively evaluated. They state that performance identical with that of the proposed apparatus can be obtained only by the use of' the last mentioned device. It was estab- liahed in these tests that the apparatus proposed collects two-three times more saprophytic microflora t1an the D'yakanov apparatus. Testing of the remaining devices was limited to trapping specific microflora in the air; intestinal bacilli, dispersed in an aerosol chamber by means of a special atomizer, was used as an experimental subject. The method used in these experiments, the results of which are presented in a table, is described in detail. The capacity of the new apparatus to collect intestinal bacilli was shown to be 2.8 times higher tban that of the D'yakanov apparatus. The rate of aspiration of air by tbi! new apparatus is almost ten times greater (480 liters per hour) than ,'.list of the Dlyakanov apparatus (50 liters per hour). Despite this fact (the collecting capacity of an apparatus supposedly being inversely prDportional to the rate of aspira- tion)p the collecting capacity of the new apparatus is higher than that of the D'yakanov system. It is concluded on the basis of statistical calculations that there exists complete correlation betueen the experJ=ntal data collected in testing the apparatuses, the coefficient of correlation being + n.Q7. The authors consider that the higher-coefficient obtained in the experi- ments described correctly reflects Vie great efficiency of the proposed apparatus. This apparatus is recomiended for collecting air samples for bacteriological investigations in hospitals and field bacteriological laboratories. B) The plasticizer is more or less incompatible with the polymer. The fact that in both cases plasticization occurs, must be attributed to the different action of' the two plasticizer types. The plasticization of cellulose (nolecular weight about 200,000) was investigated by means of the inccmpatible plasticizers guanidine thiocyanate and urea. The cellulose iias saturated with the plasticizer dissolved in ethanol, dried after 2 to 3 days, and pressed into tablets at 130 - 1400C and 75 atm pressure. The thermomechanical curves of the tablets Card 113 86"6 Two Types of Plasticization of Polymers With S/020/60/135/002/025/036 Rigid Chains B004/BO56 were drawn. Whereas in plasticizing with triethylphenyl ammonium oxide (compatible with cellulose) a decrense of the vitrification temperature 11, occurred proportional to the plasticizer content of cellulose, incompatible plasticizers hardly changed Tv al; all. In the latter case, no interaction can occur between the molecules of the plasticizer and the macromolecules of the polymer. The authors interpret this effect on the basis of the structure of amorphous polymers. They assume that th,? polymer has orientated secondary structures: Qriantated bundles of chains. In the care,/- A, which they describe as 'lint rabundle plasticization", the interaction of the plasticizer with the active groups of the polymer is more intense than the interaction between the polymer nolecules. The secondary structure of the polymer is therefore destroyed, and a solid solution of the plasticizer in the polymer is formed. In the case B, which is described as llinterbundle plasticization", the pl,.-,sticizer reacts only with the polymer molecules on the surface of the secondary structures. The secondary structure therefore remains conserved, and the polymer keeps itshigh mechanical strength. Its elasticity depends on the Hook elasticity of the secondary structure. Polycarbonate obtained by reaction of 2,2-bis-(41-hydroxypbenyl)-propane with phosgene (molecular weight about 90,000) was used for the purpose. Dibutyl phthalat,?, camphor, and butyl stearate were used as plasticizers. Plasticizing was carried out in ampoules at 240-2600C within 2-3 hre. Tablets were pressed out of the plasticized material at 50 atm and ',!30-:?400C- It h&a been found thermo- mechanically that the vitrification temperature TV 18 a linear function of the logarithm of plasticizer ooncentration. B145/B147 dibutyl phthalate than with camphor eincet the latter combines less with the polycarbonate. The straight line for butyl stearate exhibits a break. At fir:tiTv drops linearly with log o and remains CDnetant after the point repres nt ng the limit of compatibility of the plasticizer with polymers. The results indicate that both intrapacket (with dib, atyl phthalate) and interpacket plasticizing (with butyl stecrate) occur with polycarbonate, the two processes approaching one of the two extreme types to a greater or lesser extent. In addition, the effect of plasticizers on the mechanical atrength of polycarbonatefilme was investigated by dynamometric measurement. The use of dibutyl phthalate diminishes the Hooke region in the stress- strain diagram with rising plasticizer concentration but increases the relative tearing length. With use of butyl stearate. the tearing length first increases drops sharply from a plasticizer content of 10% onward, and again increases slowly. The modulus of elasticity exhibits the same linear dependence on the logarithm of plasticizer concentration as Tv. When using butyl stearato, a straight line with a break at the same concentration as in the Tv - log c diagram was obtained also in this case. There are 5 figures and 9 Soviet references. Thormomechanical tests were conducted on samples ranging from pure polymer to pure plasticizer. In tho case of compatibility of the two components, the brittle point wan found to be strictly proportional to the part by volume of the plasticizer in the system, i. e. interpacket pl&3t;ici- zation of the polymer takes place here. The development of ouch homogeneous systems was observed only for very small amounts of plasticizer (1-1001 and very large ones (90-98%). Microhetorogeneoutt mixtures formed ir. tbi remaining concentration range. At a concentration above 30A, the system began to become heterogeneous. With a plasticizer content of 40-80% 1 the brittlo points of the two components appeared separately on the thermo- mechanical curves. The temperature transitions of plasticized cellulose acetate butyrate, hardened butadiene nitrile rubber, and their mixtures evidently correspond to these brittle points. Films of cellulose acetate butyrate with different plastici:,or concentration were used for dynamometer tests. An increase of the plasticizer content up to 50~ did not increase the relative elongation of the SB.MpleS, but did reduce their tensile strength sharply. The low mechanical strength of planticizod samples is probably due to a microhoterogenetity of the system. With a high rubber content (70% by weight) the samples bohave like rubber. Calculation of the modulus of elasticity and study of its dependence on the plasticizer concentration produced the following rosulta When intraducing small amounts of rubber, the modulus of elastioity of the polymor is reduced, and remains constant and sufficiently high up to a 60% plasticizer concentration.
