According to observations at Kara-Dag (Crimea), and investigation was
carried out on the derendence of scattered radiation (D) upon the
magnitude of the turbidity factor (T). Fob this iurFose a compilation
was made selarate'ALY for each standard atmospheric "Mass" m. of the values
T computed according to the familiar formula of Linke, and the magnitude
of the intensity of scattered radiation from measure.-nents by the Yani-
shevskiy pyranometer. Graphs of the dependence of D upon T show how also
creasing turbidity for all values of m. However, with decteasing height
the atmosphere absorLtion by water vapor predominates in the process of

ABSTRACT: Thils'~s a report on observations conducted during the
last 15 years at Karadag on the Black Sea on the amount
of direct radiation in that region. A comparison is drawn
between data obtained there and data received from other
Russian observatories. These data include the intensity
of direct *radiation and its daily and monthly amounts. The
amount of direct radiation is determined by the duration
of solar radiation and a formula is given on how to cal-
culate this duration. The conclusion is that the total
amount of direct radiation at Karadag is 30' percent less
than at Tashkent although it is generally higher than
elsewhere in Russia. There are 3 figures, 8 tables and
9 USSR references.

KazNIGMI. A map on the recurrence of drought was drawn up by
Doctor of Agricultural Sciences A.M. Alpatlyev and scientific worker
A.I. Trofimova of the Vsesoyuzny-.y institut rasteniyevodstva. Ye.I.
Kuznetsova worked on data dealing with the temperature of the active
slopes of Li Pkhill En and the changes in prevailing air currents
brought about under the influence of relief. The chart showing
the amount of precipitation during the warm period of the year was
drawn up by L.P. Kuznetsova under the direction of Doctor of Geo-
grahpical Sciences O.A. Drozdov (GGO), There are 89 references of
which 81 are Soviet, 6 German, 1 French, and 1 English.

PURIOSE- This took Is intended for meteorologists and geo-
physicists.
COVEI~AGE- This ~s a survey and analysis of the radiation regime
of the USSR. The aut-1,o-1,s investigate the relationship between

the various components of the radiation balance and individual
meteorological elements, and analyze the time and space dis-
tribuW.on of baoic factors In the radiation regime. The study
is based on data concerning the total, diffuse, direct,
reflected '. arid ef"fective r2diation. the radiation balance, and
the albedo which were obta-'Med from observatiorib '),%r meteoro-
logical ktations of the HYdrometeorological Service of the
USSR. Obser-%ratictis f.rorr, 98 stations (none located above an
altitude of 8~50 m.) were used, The following characteristics
were considered for eacb. of the above elements. distribution
by territory; Intensity '; radiation rates by day, month, and
year; and presence and absense of cloud cover. Most of these
observations wei-e made between igr,4 and 1959 and, except at
stations in Slber-ia and the [Soviet] Far East, were conducted
for periods of not less than fcur years. Thermoelectric
actinometers '. balance meters, and pyranometers were used. A
inap and a comp.-ehensive 1.1st giving the location and E% descrip-
tion of the surrounding countryside for all actinometric
stations at which cbservations were made are included. The

data used In the study are presented in 35 tables in the two
appendixes following the text. The following members of the

ABSTRACT: The author reports on measurements of the vertical distribution of long-;
wave radiative flux at eight levels in the 1.5 m layer of air near the ground at
night. The measurements were made in the summer of 1962 in Voyeykovo. The fast-
response compensation thermoelement used in making the measurements is described in
detail. Temperature readings could be taken within an accuracy of 0.10, an 'd inter-;-
polation could be used in the case of a linear temperature variation for accuracy to,.
0.010. The method used for calibration of the instrument is described. The resulti,
of the measurements are presented In graphic fomr. It was found that both the
