The reason for publishing his ideas beforehand was to give the people concerned enough time for con- sidering the matter before the Congress will meet. In the first part of his article the author discusses briefly the program and achievements of three previous Congresses in 1946, 1952 and 1957. Problems, which in the author's opinion should be discussed and thoroughly.elucidated at the con- gress are the subject of the second part of this article. They are: 1) Modernization and output increase of old plants. The CongreEE should work out some uniform methods by which the technical conditions in plants could be judged. 3) To decide whether the Polish industry can be modernized relying on own, not always ultra modern scientific research achievements and experience, or whether it will be more practical to ex- ploit other countries' scientific and practical experience and purchase ap- proved modern methods- 4) Revision of the present trend of economy in con- nection with scientific research progress, availability of local raw mate- rials, trained personnel, profitableness and foreign trade balance. 5) Utilization of coal, lignite and oil: whether to utilize them as fuel or as raw materials for chemical industry. The same applies to the available supply of minerals for phosphoric and potassium fertilizers. 6) Several in- dustrially important semiproducts like soda, carbide, steel, etc. , are being sold abroad in order to improve the balance of payment. 7) Project offices Card 2/3 P/014/60/039/012/001/007 The IVth Congress of Polish Technicians A221/A126 are preparing documentation on which the respective industrial enterprises carry out construction work. The author suggests that the whole work in- cluding the documentation should be contractors' responsability. 8) The Congress should su&;eut plans how to obtain more specialists for various branches of industry and also a system of further 3elf-training of technical personnel. 9) Consultation with technical personnel of respective plants in matters of administration and more power of managers will secure better administration of producing plants. Fainting the ship's hull as an anticorrosion measure can be resorted to independently of the type of sacrificial anodes protection or cathode protection used. These latter two methods have recently proved very effective when used in conjunction with hull painting. The conditions which must prevail before the ship's hull can be painted are detailed and the latest developments in underwater anticorrosion paints are discussed. A hydrochloric acid solution is ordinaril used which attacks the iron oxide mixed with the layers of boiler scale and bound tightly to the pure iron. The reaction between the iron oxide and hydrochloric acid forms ferrous chloride (FeCl2) so that the layers of boiler scale on the heating sur- face loosen and crumble. The process takes place according to the reaction Feo+2HC1= =FeCl2+H20. This process is accompanied by the reaction Fe+2HC1=FeCl2+2H forming hydrogen bubbles which tear away the layer of scale as they eacape. Practical ex- perience has shown that hydrochloric acid is most effective in loosening scale con7 taining calcium and magnesium carbonates. If the scale contains a high concentration of silicates, sulfates or other components, ammonium fluoride (NH4F) or sodium fluorid Card 1/2 L 40222-66 ACC NR: AP (Nar-) should be added to the hydrochloric acid. The acid concentration must be in- creased to handle thicker scale layers. A concnetration of 2-3% is sufficient to remove a 0.5 mm layer, while a 2.0-2.5 mm layer requires a concnetration of 7-8%. The flow-through method for circulating acid through the boiler tubes to rinse them is discussed. Comparative studies have shown that acid cleaning is about 3.5 times as expensive as mechanical cleaning on the average. Operational data show that this type of cleaning may be used a maximum of 9 times, i. e. once before putting the boiler into service and 5-8 times during its entire service life.
