Title Z Burning of turbogenerator windings by the capacitance
currents
Periodical Elek. ata., 9, 31-33, S 1955
Abstract The article reports on the failurc of a 100,000 kw
turbogener, itor caused by capacitance currents which set
on fire its windings although the relays were in complete
order. Reportedly the generator's full load capacity
was not utilized. Tests made with the generator after
the failure are described. Recommendations are made for
additional insulation of windings.

Abstract t The authors discuss an article by A. 1. Asbryatov "Patting tranB-
farmers into serive without preliminary drying out" (This journal,
Sept. 1955# pp. 44-54) and operational circular 319 of UP FAnistry
of Electric Power Stations. They maintain that A. K. Ashryatov's
criticism of the circular is not confirmed by their own operational
experience. Since 1951 they have appliad in one of the power
system the methods rec- mad d by the circular and have introduced
into serive fifteen U04rv,, 7.5- to 31.5-thouaand kv power tram-

TITLEt The Underlying Principles of the Uniform Pcwtr System of the
European Part of the USSAI (Osnovy yedinoy energetioheakoy
sistemy yevropeyskoy ohasti SSSR)
PERIODICALt Elektricheatvo, 1958, Hr 6, pp. 86 - 91 (USSR)
LBSTRACTs This is a comment on the article by V. I. Veyt8 in Elektri-
chestvo, 1957, Nr 1; 1) In the elaboration of a uniform power
system its scheme must not be projected starting only and
mainly from large power plants. In spite of the gigantic di-
mensions in the construction of the hydroelectric power plants
their specific share in the power economy at the end of the
sixth five-year-plan will only amount to 18%. At present ther-
mal power plants with 1 to 1,5 million kW are built in the
east, at the Ural and in the south. At first the question has
to be answered# what can more conveniently be conveyed - fuel
or electric energy? Coal with anash content of 4o% has recent-
ly be conveyed from the Ekibastuz- basin(7503o' east longitude
Card 1/4 5104o' north latitude) to the Ural. Large thermal power plants

should be constructed in the Ekibastuz basin and electric
energy should mainly be conveyed to the Ural. Open-work min-
ing was begun in the coal basin of Kushmurun (640301 east
longitude, 5203o' north latitude) of the Kustanay rer-lon. The
brown coal of this deposit also has a high ash content. New
electrio power nlants which are supplied with this coal are
built at the Ural. At the same time electric power plants
with 1,2 to 2'i4 million kW are projected in the KUBtanay region.
It had to be determined what can more advantageously be con-
veyed from Kushmurun to the Uralt coal or electric power. The
tzansfer of electric energy from Siberia to the Ural and far-
ther to the west of the country must not only be brought into
accordance with the hydroelectric power plants but also with
the working of the large coal deposits in the Asiatic part of
the country and with the construction of' large thermal power
plants. A prinidpal scheme for the connection between Ural and
Siberia is given here. According to this scheme two large
longitudinal connections in the direction of Omsk-Tyumenl-
Sverdlovsk and Omsk-Petropavlovsk-Chelyabinsk should be eatab-
lished. Aloag the main railroad lines a 11o kV distribution net-

tral substations with 11o kV is to be set up. For increas-
ing the transmitting power of the 11o 0 lines the possibility
of changing them to a 154 kV voltage (where necessary) is to
be investigated. - At present distributing networks with 11o kV
are built in the section of Novosibirsk-OMBk-Kurgan-Chelya:'.insk,
The disregard of the development of 6 kV, 35 kV and 11o kV
networks led to the fact that a large number of small uneco-
nomio plants exist beside large electric power plants and that
a considerable number of inhabited places is without power
supply. These cvnsume much fuel and need much personnel. An
immediate soiution of the problem concerning the construction
of the hydroelectric power plant at the lower ObI and the
strengthening of the hydroelectric power plants at the Kama
is demanded. The works by the Gidroproyekt show thit it wc-ld
be possible to establish a hydroelectric power plant witb se-
veral million kV at the lower Obt in the Region of Salekhard
(town at the polar circle, on the Ob'). For tho next lo years
the Kama and its water basin will represent the main source
of the power system of the Ural. The Work of the hydroelectxic

nection of the small and average power systems with the large
ones and in the establishment of the 11o and 35 kV networks

Byqt4 Re opinion that the problems on the construction of
inter-system lines with 4oo kV can be dealt with independent-
lyly of the problems of the development of Ilo-22o 0 net-
works is wrong. The only reasonable basis for projecting a
uniform high-voltage network is a joint plan for the develop-
ment of the power syszems, th,- 11o - 22o kV networks and the
400 - 5oo kV networks. There is 1 figure.

problems of rocket flight control
PERIODICAL: Tekhnika, no. 10, 1960, 1-4
TEXT: The article which is the first of a series reviewing
progress in rocket control, explains the basic factors relating
to all rocket flight control systems and bases its data on
Western sources predominantly. The problem of preselecting the
rocket trajectory when the rocket is intended to carry an arti-
ficial satellite into space is given by a short analysis, taken
from B. D. Pried's book "On the Powered Flight Trajectory of
Earth Satellites." There are 1 diagram and 3 references: I

TEXT: The author treats the problem of determining an opti-
mum change of course of the thrust magnitude acting in a constant direc-
tion, taking into consideration the influence of aerodynamic forces,
while minimum quantities of fuel are consumed. For this purpose, the
rocket flight is observed as taking place in a vertical plane XOY, who-
ht OX axis iG identical with the horizon, and the OY axis coincides
wish the vertical line drawn from the starting point 0 as shown in Figs.
1 and 2. The rocket flight is devided into two component-movements, of
which the one is parallel to the direction OS composing a very small
angle 19 with the UY axis; The second rocket movement is parallel to the
OX axis. Denoting the thrust by F and the changeable mass of the rocket
by M, the first movement is expressed as

PERIODICAL: Energetik, 1958, Nr 2, p 17-18 (USSR)
ABSTRACT: The author speaks of the 200V10/8, two-step
stationary air compressor produced by t'le
compressor plant Melitopol' of Glavkhimmash.
The compressors were not set up solidly enough,
so that damages caused by exaggerated vibra-
tions had to be repaired almost every quarter
year. After 2 years of such imperfect work,
a common frame for the compressor and electric

100 mm wide flanges at the bottom. The
flanges are made of 20 mm thick steel sheets.
After this was accomplished the compressors
stayed in normal operation for L~ years,

TEXT: A new selective _RC circuit is presented, irL .-.f .4gura-
-Oattice co
U.L-.n, with 6elements. The voltage-frequency char6bteristic of selec-
tive HC circuits is described by the function V =:-Uout/Uin ~- 'f(f).
The quality factor is an important parameter: /Q"~ = (W /2)(dt,/dw)
0 0 W
L-+Wo . Properties of knovm RC circuits are considered and compared
with those of the new circuit. It is noted that the proposed RC cir-
cuit has Vmax -- 1 with /Q O/max -__112; the Q factor value of 112 for
/Qo/max can be obtained for the well-knovrn circuits as 'well, but in V,
one case this corresponds to V max _~ 112 and in another case to Vmax=
