arc-suppression in air and linear resistors

TEXT: The Energeticheskiy Institut (Power Engineering
Institute) of AS USSR has developed an arrester with forced
extinction of the follow-up current arc by air blast at an
excess pressure of 0,2-0.3 atm. By controlling the air-blast
pressure, the ratio between extinction and breakdown voltages may
be made near to unity or even more. The working resistances are
metallic so that energy can be dissipated for almost any duration
of overvoltage. Such an arrester with soft' arc suppression can
reliably suppress currents of 2 - 3 kA and makes it possible to
maintain the breakdown voltage at a single level with both
atmospheric pressure and with blast. This principle was used to

TITLE& Nonlinearity of Some Seignette Salts at High Frequency

LBSTRACT: The dependence of the dielectric constant P. and that of
temperature on the electric.field strength was measured on
solid solutions of Ba(TiSn)O. Due to the large angle of loss
(0.02 & - t96 4-0-07) a heating of the samples from the inside
can be expected already at high frequencies and small field
strengths. This heating was measured with small thermocouples
which were located on the surface of the 1 - 3 =3 sized samples.
The F, was varied by means of a resonance circuit. The samples
were clamped into a measuring condenser. A powerful high fre-
quency generator supplied the high voltage on the capacity of
the circuit. The measuring of the dependence P_ - F(Ev ) and
T - f (E"J ) (E., in v/cm) was carried out at 10 megacycles and at
room temperature. The following measuring results are represented
in diagramst dependence of the temperature andp_ on the field
strength of the Ba(TiSn)03 samples (Fig 1)j course of the func-

samples .with varying Ba5n03 contents (Fig 4). From the curves one
can conclude that the 6 varies only because of the heating
of the samples and that a nonlinearity can probably not be ob-
servedl because at 10 megacycles the domains do not have suffi-
cient time to follow the field. At frequencies ~10 megacycles
a reversible L can be measured, which is only determined by
the induced polarization, as also at these frequencies the
domains have not the sufficient time to follow the field. Valu-
able advice was given by Ya. M. Ksendzov. There are 4 figures

ABSTRACT: In comparing the dependence of the specific inductive
capacitance e of four seignetto-electrics upon the In-'
tensity of the variable field, it is found that *Varikond"
AK-1 has a greater dependence and higher max,imum value of
6 than barium titanate (according to the data of B.M. Vul)
and the seignetto-ceramic T-7500 (developed under the
supervision of N.P. Bogoroditskiy); in this connection',
"Varikond" AK-1 is second only to Rochelle salt. The
curve of reversible e as a function of the Intensity of
the constant displacement field has the maximum slope at
the value of the alternating voltage which corresponds to

versible 6 is decreased by 4-5 times when the intensity
of the constant field is changed from zero to 3 kv/cm.
With high variable field intensity, the specific Induc-
tive capacitance e at "VarikondOr changes by + 20% with a
temperature change within the limits of -6b.7. + 8oo.
With an increase In the alternating voltage from 5 to
30 volts, the capa~ltapce of a capacitor made of AK-1
changes by a factor of 2.5 to 3. The capacitors have
the shape of disks; the capacitor with the least capaci-
tance (200 pg farads) is In the form of a bead. The
authors consider that "Varikonds" have the following
possible applications: frequency multiplication and di-
vision; obtaining pulses from a sinusoidal voltage source;
voltage regulation; limiting and detection; current regu-
lation; frequency modulation; phase Inverters; and di-
electric amplifiers.

Ferroelectric -Ceramic Capacitors or Variconds
The capacitor capacitance can deviate from its rated value +100%, -40%; the
ratio of the capacitance at 80-150 v to the capacitance at 5 v is 4 or more.
The insulation resistance of VKI-B is 109 ohms, that of other types, higher.
For each type of capacitor, a voltage can be selected at which the capacitance
changes but little within a certain temperature range. Four-electrode
capacitors having the shape of a parallelepiped can be used for ultrashort
waves; one pair of electrodes is fed with DC, another pair with AC - The
capacitor mechanical strength is secured by a resinous or plastic sheathing.
For low voltages, a film-type capacitor with 0. 2-mm dielectric can be used.
The above nonlinear capacitors can be used for dielectric amplifiers,
frequency multipliers, pulse generators, voltage stabilizers, etc.

ABSTRACT: The empirical formulas for determination of the modules mentioned
in the title (as known in publications) do not lead to satis-
factory results in the KrasnodarWdykmy.. The application of
these formulas becomes even more complicated owing to the
customary classification of floods into spring floods (from
snow-break) and summer floods (from downpours and cloudbursts)
in this country that shows very inbomogenous ground-relief and
climatic conditions. Here, the flood is the highest which occurs
at the transition of winter to spring resulting from the snow-
break during thaw period combined with warm rains. In order to
derive local formulas, the author gathered all maximum modules
collected during the last 16 years with small brooks, ravines

etc with a catchment drainage area up to 100 km . They were sub-
divided into 3 zones according to ground formation and climatic

gard to the types of flood occurring during spring- and winter-
time (Fig 1, Table 1). The south flank of the Great Caucasus
(the Black Sea area) was not included. The dependence of the
observed maximum drainage area is shown in figure 2. Table 2
shows the evaluation of results by means of variational sta-
tistics. To ascertain modules of 5% security (obespechennost'),
the author deduced the equations mentioned in figure 2. The
transition to the modules with a 10% security can be achieved
by multiplication of the ascertained values obtained according
to the formulas mentioned with ooeffioients k1, k 2 and k3 which
are expressed in values in figure 3. When evaluating the ob-
served maximum flood drainage-modules (pavodkov moduley stoka)
within the range of each interval, the coefficient of variation
is computed according to the formula of Peters whereas the
asymmetry coefficient is calculated according to the formula of
Hyalkovakiy. From figure 4 it may be seen that c. and c a are
clearly dependent on F in all three zones. With the extension of

decreases inversely within the steppe zone. For defining c v and
c0 the formulas mentioned in figure 4 are to be considered. The
resulting greatest error is +25% to -42.4% which can be tolerat-
ed for practical purposes. Figure 5 shows the connection of
cawith c v which makes possible a determination of interrela-
tions between cv and ca by way of calculation despite a con-
aiderable dispersion of points. The greatest error amounts here
to +60% and -100%. Since this error attains the highest values
with small values of av (i.e. at small catchment drainage areas)
and decreases rapidly in all zones with the increase of F, it
can be maintained that the dependences ascertained require a fur-
ther determination based on numer ?us observations in order to be
applied to surfaces of 0 to 30 km . The recommended formulas
have found a wide application. F. A. Kovalenko derived a formula
(1) for zone I. From this formula and from his own recommended

ABSTRACT: From July 1, 1957 to Deoepber 31, 1958, investigations of our
planet were carried out by scientists of 65 countries under the
program of the International Geophysical Tear (IGT). The 5th
Congress of the Special Committee on the International Geophjrsical
Year from July 29 to August 9, 1958 in Moscow was dedicated to the
execution of these measures. A short survey of this Congress is
given here.-The suggestion by A. A. Zolotukhin on a world-wide
organization of evaluations of meteorological data of the IGY in
form of synoptic daily world maps, maps of the southern and
northem hemispheres, and of vertical sections of the atmosphere,
was discussed, The Study Group of Meteorology carriedout the
following work: on numerical methods of weather'forecasts
(conducted by 1. A. Kibell, Corresponding Member of the AS USSR),
on luminous night clouds (conducted by Professor V. V. Sharonov),

the earth's surface with help of hydrodynamic methods, and for
the first time put forward a scheme for the solution of the
quasistatic-quasia~ostrophic system of equations for the forecast
in consideration of the turbulent heat conductivity. N. 1.
Buleyev and G. 1. Marchuk (Moscow) put forward a new iteration
method for the solution of finite difference equations typical
for the tasks of the numerical short-termed forecast. Professor
M. I. Win (Leningrad) suggested some alterations of the forecast
equations, thus reducing the area of influence considered in the
forecast. He pointed out the necessity of thoroughly testing the
methods worked out by many investigators (N. Te. Kochin and
A. A. Dorodnitsyn) for the consideration of the influence of the
