ABSTRACT: In connection with the resolution of the 20th Congress of the Communist
Party, USSR, calling for the furthering of Soviet science including the
science of hydrology and meteorology, the author points out the impor-
tance and need for the training of more scientific personnel. At the
present time he claims "we cannot be fully satisfied either with the
qualification level of scientific workers or edth the results of their
scientific-research work carried on so far." This is true particularly
with respect to short- and long-term weather forecasting. When the
face of old Russia is being changed, when sea-going vessels are entering
the Zaporozhe (Coal and Ore mining sections) and when Siberia in being
transformed into the most p(nferful site of electric power and industry
in the world, one can only well realize how important accurate and time-
ly weather prediction can be for the economy of the nation. Even though
Soviet scientific progress for the past 25 years has succeeded in pene-
trating the "dark curtain" enveloping the secret of weather formation,

this way will it be possible to recruit competent and efficient persons
to be the scientists of the future.

which ir much s-aller than the atlas. Two tables are published

Abstract : In six dogs with fistulas of the gall bladder a study was
made of the effect of decreasing and increasing (by clo-
sing the fistula) the amount of bile in the organism.
A short-term (1-2 day) increase in bilirubin in the blood
is accompanied by a rise in cortical excitabi-Uty with a
tendency toward inhibition. Prolonged checking of the
flow of bile and siEps of icterus were accompanied by the
impairment of processes of internal inhibition and the gra-
dual development of total inhibition (intoxication).

ABSTRACT: A new model of the Sklyarov bolometric pyrholiometer
has been designed in which all defects of the previous model have
bee-i eliminated. The receiver tube which contains the radiation
receiver is mounted on a stand. The stand has micrometer screws
and an aiming device. Behind the radiation receiver is a chamber
which represents a model black body and absorbs the light passing
through the receiver. The radiation receivers are made of different
kinds of copper wires with various resistance power. The electrical
part of the pyrheliometer is located in a s~acial box. tormulas are

metric pyrheliameters were-compared with the USSR standard No. 212
Ingstr8m pyrheliomater. The ag Ireement of results was good, which
shows reliable reproducibility of their scales. The bolometric

As a pickup etement it employs a wire-type resistance bolometai in the formi of
a flat aingle-layer spiral 0.05 mm). The bolometer operates by com'p'aring
the thermal effects of the measured emission with the calibrated current an the
pickup element. The comparison is performed on a balanced resistance brid ge, one
branch of which serves as a radiation pickup with a large thermal resistance c0-.
efficient. Thermal resistance coefficients of the other branches are small; the
bridge is balanced by varying the current which passes through:the pickup. Struc-
turally, the system is contained in two units-a detection unit and a control unit...
The former is in the form of a tube with diaphragms in which the radiation pickup
is mounted. The radiation receiving area is 0.2 cm2 for a 3.5-ohm resistance. The

ABSTRACT: The authors describe seven ponds in -the Verkhne-Khava
district which were formed when deFressions with
moderateiy sloping grassy banks were flooded. Water
surface was clear and free of weeds; the a-round was
chernozem ooze with deposits of clay and plant residuum.
Ponds, formed %-.,here natural or artificial bodies of
water had previously existed, were stocked with pike,

1950 some ponds were stocked with spawn and yearling carp. Since
all these ponds ~--,ere located in inhabited areas, they were also used
for irrigation, for the cattle drinking water and for other agri-
cultural and domestic purposes. When the ponds were examined in
June, August and October, 1951, it was established that 11.2 inverte-
brate species were present in them. These supplied food for the
fish, Zooplankton and benthos were classified by species and by
seasonal genetic components. The ponds were found to contain 54
zooplankton species. Copepoda of the Cyclopidae group were most
common; they were found, together with rotifera and cladocera,

Data are given on the Kazakh branch of the scientific-
experimental institute VASKhNM for 1955 on the study
of the character of inundated estuary meadows in the
collective farm "Kisil-Djulbus" of the Akmolin district.
The vegetation of Inundated meadows is represented by
a whole series of groupings. The elevated portions of
the estuary were freed from water for 20 to 24 days and
the water remained in the lower portions for 67 days.
In this connection, different groupings remained under
water for different periods. Prolonged inundation had

present paper describes the synthesis of two new ethyl lact-olides
of the se,-ondary aliphatic-aromatic a-keto alcohols, ethyl-

tained, which is likewise very unatable Ethyl lactolidea are
much more unstable than methyl lactolides of the same keto
alcohols. On the action of ZnCl 2 on the ethyl lactolide of
propyl-benzoyl carbinol, a dimerization takes place in the
cyclodiethyl dilactolide. There are 10 references, 6 of which
are Soviet,
