Additional requirements for micro-structure are needed, and allowable defects must be clearly defined. Metallographic analysis has shown, that one half of the re- jects in the hardening of cutting tools made of the steel "UBA" and '1UI0A" were caused by cracks as a re3Ult Of a large quantity of non-metallic additives. In the authors opinion, conditions concerning the lieted defects of the "GOST 801-47"-standard for ball bearing steel, thould be extended to tool ateelp until such time an the tool ateel standards can be revined. The authors.first-review some.recent work at EL number of these laboratories. Work done at the Sverdlovsk Central. Telegraph Office by A. G. Vasilevskiy, A. D. Rivkina and L. P. Mitrofanova on group servicing of telegraph facili.- ties (see 'IV(,stnik svyazi", 1959, Nr 5), which was found to increase productivity of labor of the telegraphists by 20%, is mcntioned. Automation of transit telephone call procossing is discussed: Workers at the Leningrad inter-city tclephone station WfS) have dc.-veloped a pro.. ject for complet-c automation of inter-city telephone com- Card 1/5 munication for the4-r province, outlined in the text. Also SOV/111-59-8-21/3r, To Increase the Role of the Production.Laboratories irl. the Improve- ment, Automation and Ifechanization.of the Merins of CorrTnunications Card 2A mentioned is-work done at the.laboratory of the Lenin- grad Telegraph Office-on improving the TT-Cl-d-1-12/16 acoustical telegraph apparatus, and work at the labora- tory of the Riabarovsk MTS on improving operational sta- bility of the acoustical telegraph channels in the MYe-3 eight-chaninal system. Improvements.irt.the OKS apparatus were made at the laboratory of the Saratov MTS; the re- ceiver and tone generator were returned to a frequency .of 2,100 cps. Last year, it is stated, production lab- oratory developments were widely introduced at HTS and telegraph off:~.ces in the RSFSR: pneumatic "post" systems, developad by the laboratories of the Rosta-;r and Saratov MTSs, for transmission of order blanks; a inethod of ser- vicing telegraphic facilities without tran;3mission con- trol, developc:d at the laboratory of the :~'Jeningrad Cer-- tral -Telegraph Office, which. freed up to 60 ST-35 appa- ratuses. The authors criticize several p:roduction lab- oratories. for lack of attention,. to - their proper func- tions, partict.larly those of the Irkutsk and Saratov sc)V/111-59-8-21/30 To Increase the Role-of the Production Laboratories in the Improve- ment, Automation and Mechanization of the Means of Coirmunications MTS .' and.the Gorlkiy and Khabarovsk Telcgraph Offices. Insufficient attention, they.statc-, is peld.to dcvelop- ing new methods of servicing telephone iELrd telegraph facilities, in lte-!pint!, up with ne%4 equipment and tech- niques. Further criticism is levellcd at the labora- tcries of the Kliabarovslk, Rostov and Kuybyshev I-ITS for lack of attention to measures-for increacing utilization of telephone channels. The chief, engincers of the Novo- nibirok MTS (Sveabndlcov), the Gorllciy T(!1egraph Office , ~Glazcr) are (Popov), -and the Irkutsk Telegraph Officc criticized for not reinforcing the stafEs of their lab- oratories with qualified personnel. Exchange of infor- mation betveen production laboratories took place last year through distrilmition of accounts - of their work and exchanges of' visits; repro sentativet; of the Leningrad, Kuybyshev, Sverdlovsk, Kalinin and Stalingrad ITES visi- ted the SarzLtov MTS, and representativca of the latter visited the Leningrad and Riga MTS ; Laboratory workerE Card 3/5 of the Gorll:iy Telegraph Office visited the laboratory SOIV111- 39-8-21/30 To Increase the Role of the Production Laboratories 1z the lmprcve- ment, Automation and Mechanization of the Means of Coamurlications of the Kiyev Telegraph Office. Tha authors outline many of the tasks facing thr- prccluction laboratories in the develo .pment of ne-..; service methods, automation and mechariization, and improve,.-crit of quality and reliabil-.ty of operatioTt of convitinications facilitii!s. In conclusiott the authorn notc that in vi,,aw of the impor- tant role of the production.laboratories in achieving technical progress and implementing automation and mech-- anization of production processes, supplementary organi.- zation of prcduction laboratories at ITTS and telegraph offices in a number of cities in the 1ISF,,'At is projected. The author divides the area concerned into three main districts having com-mon natural and economic features: 1) the alluvial river district, which comprises the left-bank flood- land of the Aksu River from the Matay otation to the estuary and the right-bank floodland of the Karatal Card 1/3 River from -~he natural landmark Bokty1rull to the SO'1/31-59-2-3/17 The Fodder Supply Situation and Cultivation Prospects in the Inter- fluvial Area Karatal-Akzu estuary; this district is 53,353 ha in areai2) the Balkhash diStrict adjacent to the southern shore of the Balkhash Lake, with an area of 51,042 ha; 3) the Lyuk-Kum sandy district, which ex--'ends over lt?i~11161 ha. In the river valleys cattle breeding and land cultivation nro of sr)ocial importance. Irrigation is to bo improvad, I-;o no to obtain botter corn and melon crops. The author further recommends building damis on the Akou River. In order to in- te the It-iy crop, the floodland should be cleared --creas' of obstacles -(solitary- tre(,,s,_sh-rubs,__c- tc.) to ma- chine harve.,3ting. Further, the author 1'ecommends the cultivation of couch-Crass, lucerne and meli- lotus albus. lie reco=ends washing the soil in the nalt-marsh region at the lower --ourse 4)J' the Karatal River. The sparseness of population in this region explains this and the large areas of untouched, arable land. The withor thinks that the best riE:ans of im- proving pastures is reCular manuring and the estab- lishment of a rotation system in cattle grazing. In this connection, the author mentions a few scientists: I.V. Larin, Kh. Kh. Mlakhmudov, A.V, Kash'.rina and 1T.B. Bolodon. The two lat-ter scientist:,a have developed a formula for regular pasture manuring - The author concludes by mentioning the KapchagaA3iiL Dam Pra~ect, which will be completed uithin the next years. The production of cheap electric po-aer vrLll change the natural conditions of the interfluvial area. There are 6 Soviet references. Card 3/3 ,,Aun.cv, --l. 3.
