Translation: The paper describes a procedure for forming the
plan for prospective developments, which consists in compiling
plans in separate scientific and technic'al.areas. Compilation
of a plan for a scientific and technical area i.s preceded by
a comparative analysis of correspondbnce of the expected con-
sumer demand. to the possibilities of the sector within the
framework of the given scientific and technical area.
The prospective plan of develo ts is modeled by a
pmen
"goal-decision" graph whose initial vertices correspond to
possible scientific decisions (physical principles, design and
tech nological decisions), while the terminal vertices corre-
spond to the specific goals of thedevelopments.(new ele-
