'Translation of Annotation: This work studies problems of the use of the
express method for determination of the activity (conce4tration) of oxygen,
based on the use of the concentration galvanic; element. Problems from tile
theory. of concentration galvanic elements, arellbriefly presenti2d.
Ad1agram is presented and the operating principle is described of a device
created at the Moscow Institute of Steels and Alloys, an..activomeluer, which
is a. device for express measurement of the- activity (concentration) of ox-jgen
directly -in steel making units and during pouring. Based on a large volume
of research work performed under plant conditions using the activometer, the
problems, of the behavior of oxygen in open;, hearth and aluctric furnaces, in
oxygen converters, during pouring and evacuation are studied. A comparison
of the state of oxidat--on of metal upon completion of the cycle in converters

of various capacities with the oxidation of open hearth metal is performed.
The relationship between the state of oxidation of the metal and technologi-

Abstract: Experimental data indicate that aging of M161115 alloy occurs in
two stages. At first, Mo atoms migrate to dislocations, and new centers of
homogeneous structure are formed. In the second stage a stable intermetallic
(Fe, Ni)2"10 phase is formed. When the same steel was alloyed with 5% Co,
the first aging stage was not affected, but more of the iatermetallic phase
was formed during the second aging stage. When the Co amounts to more than

Abstract: The paper describes a principle of measurement of the effective
noise at the input of a microcircuit. This~ principle can be used as a
basis. for instrurw-nts to measure noise in the audio and sub-audio ranges
vith accuracy and sensitivity comparable to those of instr=ents. based on
the. zero-modulation and correlation methods.. The actual noise-a-measuring
instri n is an analog-digital converter. with readout device. A block

diagram of
the.sequence to be followed in measurements.- The finishOwA instrument is
made with microcircuits and is designe& so that; it can be' used-either as
a laboratory instrument or as a component of an information merLsure=ent
system. The device has a dynamic measurement range of 0.1-99 4V in three
Subranges and an effective passband of 100-1000 Hz. Measurement time is

Abstract: Seasonal changes in the amount of,antibiotic- and sulfanilamide-
resistant conditionally pathogenic and pathogenic micrOorganisms (E. coli,
'Bact. paracoli, Proteus vulgaris, Ps.,aeruginosa, and Staph. aureUS) iGO.1atE!d
from the water of Baku Bay, the sea water of Apsheroa boaches, and the sewage
effluent released into the sea were studied. It vas established that as a
result of the injudicious use of antibiotics and sulf a drugs in large amounts,
pathogenic and conditionally pathogenic microorganisms had developed resis-
tance. Staph. aureus isolated from sea vater.*was highly sensitive to peni-
cillin, tetracycline, lelyor-~cetin, and sulfanilamide drugs. The amount of
resistant conditionally pathogenic microorganisms isolated from Apsheron Sea
water war, highest in the summier. The condition which deve-lops in this respect
in the surmor is an epidemiological hazard.

Abstracti A study was made of the effect of magnealun additives on the pro-

agglomeration charge for its solid-phase.sintering without fuel in an oxidizing
atmosphere.
The Introduction of NSO Into a charge prevents oxidation of magnetite to

Strengthening of samples is manifested.by producing a denser structure

Translation: The authors consider the three-dimensional motion of two
bodies bound by, a flexible connector:for, the folloving three cases:
1. The bond is weightless and none-xtensible, and the masses of the
bodies are concentrated at a point.. The center of mass of the system moves
in a circular orbit. Gravitational and aerodynwic forces are taken into
consideration. Ille regions of possible motions an& the posiLion of stable
eq7uilibr_Jum are determined.
2. The bond is heavy, and there areno aerodyn=ic forces. Small
oscillations of the system relative to some undi8turbed motion are studied.
Modes of oscillations in the.plane of the. orbit ands in the perpendic-LLIar
plane are determined.

Kiev,, Avtomaticheskaya Svarka, No 9, Sep 73 PP
Abstract: It is shown that the use of powdered filler metal reduces significantly
-the amount of thermal energy-expended on jointiformation and sharply-changes the
thermal and technological characteristics of the electro-slag welding process. The
operating energy is reduced by 1.7,times. The time of the weld zone metal at above
Ac temperatures is reduced by a factor of two and the volume of the metal bath and
lia duration time in a molten state is alsoreduced by a factor greater than two.,
Varying the thermal conditions and the nature of crystallization implies improve-
ment-of, the primary and secondary structure of the seam: metal and weld zone. This
raises the impact- strengLh of the metal at: low temperatures 1~y a factor of two, In
welAing heat hardened steelq the extent ofthe'weakenin: zone is significantly re-
