SUBJECT: CIA QUARTERLY REPORTS
Your attention is called to several items reflected in the CIA's
recently submitted quarterly reports which we believe merit
special attention by you.
1. The number of authorized classifiers within the CIA has
increased by 48 since December 31, 1973. Please thoroughly
review this matter in order to determine if the number is
being "limited to the minimum number absolutely required for
efficient administration." The CIA has made a great deal of
progress the last two years in reducing the number of classifiers;
it is important that this progress not be slowly eroded.
2. The CIA's agency-wide classification abuses inspection program
initiated on February 1, 1974, is apparently not functioning
as well as it should. Otherwise, there surely would not have
been a negative classification abuses report submitted for
the 2nd CY quarter. As you may know, both the Senate Sub-
committee on Intergovernmental Relations and the House
Subcommittee on Foreign Operations and Government Information
are particularly concerned about classification abuses within
the Government. We share that concern. Negative or token
reports on classification abuses do not alleviate that concern,
but rather they tend to raise questions about the effectiveness
of an agency's program. Please review this matter.
Pursuant to authority contained in Part X,C, of the National Security
Council Directive of May 17, 1972, we would, therefore, appreciate
a written report on the points raised in this memorandum within
the next 30 days. In addition, we would appreciate receiving at

the same time an unclassified report on how the CIA's agency-wide
classification abuses inspection program operates.
