(S) On 8 August o t Estate and Construction Division met with Mr. James McDonald, Director of Logistics (D/L), and Mr. David Brandwein, Director of Technical Service, to discuss the possible move of the Office of Technical Service (OTS) facilities 25X1A6d 25X1A6d 2. (S) Mr. Brandwein explained that the Environmental Suitability Division (ESD) and the Operational Support 25X1A6d Division (OSD) f i are f currently located i l at The i d - 25X1A ormer cons sts f hi d o approx mate y es one persons an occup f i h l 25X9 r o t the space w sts o atter cons e e t 25X9 approximately =persons and occupies two-thirds of the 25X1A 25X1A space. r. Brandwein indicated that he made a commitment to the DDSJT to cut approximately 15 slots by the end of FY-80 provided he can combine at least the OSD activities 25X1A and personnel with his covert communications activities currently located at M The DDS&T agreed in principle but also asked that Mr. Brandwein consider the relocation of ESD as well. Mr. Brandwein's purpose in meeting with the D/L was to ascertain what problems these possible relocations would entail. Based on a brief study by OTS personnel, Mr. Brandwein concluded that the move of OSD alone would cost approximately $250,000 and require 3,100 square feet of office-type space which must be constructed within a two-year period. The move of this unit plus ESD would require an additional 15,000 square feet of space costing well in excess of $1 million. Mr. Brandwein stated that these possible moves have been discussed with the 25X1A Director, and he expressed concern that adequate space may 25X1A not exist at or that the relocation might have an adverse impact on areas for which the Office of Communications had other development plans. (U) The D/L advised that he thought the OSD relocation construction could be accomplished within the two-year time frame provided an adequate operational justification could be developed which would permit the to 25X1A competitively negotiate rather than formally advertise the construction contract. The ESD relocation, which could cost in excess of $1 million, would require a greater period of time because it would undoubtedly be formall. advertised and may have to be included in the io,=N appropriation. 25X1A Be this as it may, the D/L basically concluded that the projects were feasible and could be effected by the Office of Logistics provided the necessary internal Agency approvals to proceed were obtained.
