(C) An inspection 25X1 0 reveals that in order to meet the American Society for Testing Materiels (ASTM) R-19 rating required for this climatic region, an additional 3 to 5 inches of insulation must be added to attics and other wall and ceiling enclosures. (C) The 0 has not previously budgeted for this increased insulation requirement. However,'by deferring a portion of programmed fiscal year 1978 roadway resurfacing, repairs, and maintenance work, the 0 can make available up to $40,000 for this more important pro ect. With the Director of Logistics' concurrence, the l plans to formally advertise for bids in compliance with the Armed-Forces Procurement Regulation (ASPR) and will execute and administer a contract for accomplishing this task. (C) Therefore, it is requested that the Acting Deputy Director for Administration's approval be provided in accordance with Reference (c) in order for the IIto obligate up to $40,000 of funds previously budgeted for other purposes for performing this priority energy conserva- tion project.
