REMARKS: Per our conversation, I am returning
herewith your memorandum of 25 June 1953
relative to exclusion of employee benefits
for contract agents.
As related to you, Mr

Assurance Society, caused the definition
of the term "employee" to be expanded as

for services performed directly for the United
States Government in any capacity." The scope
of this term is very broad and would include
many of our contract agents.. Hence, the
exclusion of contract agents from WAEPA benefits
is a matter of policy and does not arise for
legal consideration. I believe a meeting in
the near future in this regard would be helpful.
