suBJECT: Exclusion of Employee Benefits for Contract Agents
1, The General Counsel's office has reached the definite
conclusion that Contract Agents shall at-no time in the future
be privileged to purchase Life Insurance, hospitalization cover-
age or arr other kindred employee emoluments through this Agency;
This decision is based on the fact that Contract Agents, as such,
can not be considered bona fide employees of'this Agency and are.,
therefore, not entitled to employee benefits,
2 The Office of the General Counsel has concurred in per-
mitting contracts presently in force to continue until the normal
date of expiration, but in all instances., should some of these-
contracts be renewed,,. the clause relating to insurance benetts,
hospitalization, etc,., will be deleted and any new contracts
drawn shall also have such clause omitted.
3. The above rtt ing will be complied with iranediately, as
of the above date.
