The Office of Communications agrees with the general concept of consolidation of Environmentally Sensitive Equip- ment (ESE). However, rather than converting prime office space on the first floor of Headquarters, a specially designed, leased building in an area within range of the Headquarters microwave system such as should be given consideration. 25X1 A cursory study indicates that a reliable, secure, wideband communications link, using microwave and leased lines, is fea- sible and will permit the installation of I/O terminals in Headquarters with the computers remotely located. If you agree that this is an attractive alternative, we are willing to participate in a more detailed study of this approach. 2. If the area for consolidation of ESE is the first floor of Headquarters, there is one project, Cable Dissemina- tion. System (CDS), which will impact the proposed relocation plan and it, in turn, will affect the proposed relocation of DATACOM. We have been tasked by the DCI to develop a system which will consolidate and automate the various cable dissem- ination functions of the Agency. The requirements for CDS have been developed and we anticipate that a contract will be let by January 1974. An estimate of the floor space required indicates that the entire Cable Secretariat area plus some space in the Signal Center will be needed for CDS. The power and air conditioning required cannot be estimated accurately at present, but we do know that there is not sufficient reserve in the Signal Center supply to handle the expanded requirement. 3. As a result of the implementation of CDS, the recom- mendation that DATACOM be incorporated into the Signal Center/ Cable Secretariat-area will have to be modified. A program is presently underway to replace the DATACOM facility and to in- crease its throughput capacity. This Data Transmis- sion Exchange (DATEX) System is scheduled to be operational in August 1974, and present planning calls for installation in DATACOM's sixth-floor location. If DATEX is to be installed on the first floor, space will have to be ready for installation of the system by May 1974. Otherwise, DATEX will be located on the sixth floor. 4. It is recommended that separation of red and black wiring be included in design considerations. All wiring for 25X1 a , uttice o omm , guidance on separation requirements. 5. This office has the responsibility to install and maintain communications equipment located in the ESE areas of the Office of Weapons Intelligence and the Office of ELINT on the first floor of Headquarters, and we wish to point out that plans presently exist to move these facilities to the Operations Center in the near future.
