SUBJECT: Meeting in the LSD Conference Room at 1330 Hours on
10 January 1978
1. Attendees for the subject meeting were as follows:
a. Cliff Humke, Bill Lainge, Charlie Podinger, HOTA,
b. Lynn Young, Buildings Manager, McLean Field Office,
Engineering Branch, RECD/OL.
Headquarters
2. started the meeting with the history of the
Henningson, Durham, and Richardson (HDR) study of Powerhouse boiler
controls and followed up with the HDR Waste Heat Recovery Study.
3. Mr. Podinger stated that the Pentagon Consumat article was
a PR operation -- not by GSA. Also, per Mr. Humke it would coat
$150K for 25K PPH boiler and $360K for 1,000 ton absorber-type chiller.
4. The discussion of a possible absorbtion chiller was deferred.
It does have potential for balancing;Steam demand and may be useful for
extending generator capability. Meanwhile, funding permits immediate scope
limitation to boiler and related plant reliability enhancements. GSA will
design and install.
5. The Agency will prepare Form 2957 to request work and to obligate
the available funds (FY 78 Budget amount $170K). HOTA will identify most
useful application of these funds to enhance plant reliability. A firm
estimate will take several weeks as a full scope of work is developed.
The Form 2957 will go this month.
