MEMORANDUM FOR., Acting, Deputy Chief, Real Estate and
Construction Division, OL
SUBJECT Pollution Abatement in Certain Building
in the Metropolitan 'W'ashington Area
STATINTL 1. For your information I have given the following instructions:
a. Pollution abatement should generally be regarded as GSA responsibility.
STATINTL b.. Re NPIC - He is to contact at NPIC and
advise the name of the individual at Charlottesville for whom we are obtaining
a liaison clearance and request that NPIC contact Mr. Swanson, Navy Yard
Group Manager for U. A, requesting that he ask EPit to conduct a survey
STATINTL Prior to this action, however, it will be necessary for NPIC
to fill out forms provided by the ~ ater Quality Control people. These forms
STATINTL should be handed to who should be requested to make tliese
forms available to the geological survey people in order that they might
provide information for their portion of the building.
STATINTL (1) With respect to 2 430 E Street, the same method should apply.
I would anticipate that would handle this with

1. On 11 May 1971 I discussed with Mr. George W. Williams
of the Environmental Protection Agency, Water Control Office,
our interest in surveying our industrial waste systems. He
said he would probably be the individual who would make the
survey if we requested one, and therefore gave me the data with
which to obtain a contact clearance. (See separate clearance
request.)
2. He will also mail us several copies of the question-
naire form which is normally filled out by the facility occupant
prior to starting the survey. He said they,would be glad to
assist us if and when we wish to survey our Washington facil-
ities. He has in the past already visited the Main Headquarters
Building primarily in connection with waste water_from_the
somat machines and the water bleed off from the cooling towers.
Thus far, he has not had any contact with our Printing Services
Building at Headquarters.
3. NOTE: Questionnaire forms were received 17 May 1971.
