On 20 October the following met to discuss limitations 2. OL representatives described continuing efforts directed towards the acquisition of sufficient external. leased space to permit the relocation of personnel from Headquarters and the subsequent allocation of the space thus vacated to support CAMS and the GC03/1D16 expansion. These efforts recently culminated in failure when the President of the United States denied a request by Mr. Soloman, Administrator of the General Services Administration (GSA), for the leasing of an additional 70,000 - 80,000 square feet of space for CIA. Because of this, ODP representatives were advised that no space was available within Headquarters to support either of the subject projects. Space required to accommodate SAFE and ADSTAR was not discussed because the need date for such space is some- time away. 3. Accepting as a point of beginning the fact that space is not available, the attendees developed several options as to how the subject projects could be supported: a. Regarding CAMS the following options were developed in order of decending desirability: (1) Since CAMS can operate external to wilding, locate CAMS at 0 0 W was selected primarily imate relationship between - and the CAMS project (subsequent to the meetin an appointment was made to meet with representatives on Friday, 28 October, to discuss this option). NPIC was a second choice because of known space limitations at that location. (3) Locate CAMS While presenting far more implementation pro lems than either 1 or 2 above,still has the advantage of being Government controlled space. (4) Have space provided by the CAMS prime contractor as part of the total system package. b. Regarding GC03/lD16 expansion, ODP representa- tives felt it essential that additional facilities be contiguous with those they presently occupy. Since this is not possible in the present environment, it was decided that ODP would prepare by 1 November a paper assessing the impact of failure to provide such space on ODP operations. The impact paper would then be studied by the Director of Data Processing and the Director of Logistics, who could then discuss a proper course of action. Even with the freeze on further leas ing of space for the Agency it is still possible that some people could be relocated from the Headquarters Building to small blocks of external backfill space (space which GSA already has under lease but is currently vacant). To do so, however, would further disburse Agency activities in the Metropolitan area. In any event, action on this item will be deferred until the ODP impact paper has been examined by the D/ODP and D/L. STATINTL STATINTL STATINTL 4. In addiition to the problems described above, long- term space requirements for ODP were discussed as was the pro- blem of giving proper weight to space needs in the selection of ADP eq Regarding long-term space needs it was felt that and other Agency locations outside of Headquarters s ou d be considered as possible sites for future computer centers. This issue can be raised with the Director of Logictics at the same time the ODP impact paper is presented to him. Regarding the need for greater weighting of space requirements in ADP e uipment selection, a meeting will be scheduled with C/ADP Procurement/PD/OL to discuss this issue ( t to the meeting arrangements were made to meet with on 21 October).
