SUBJECT: Project SAFE Coordination Meeting
1. On 18 July 1978, a meeting was held with
- SPS/ODP, to discuss a possible two-phase construction
sequence for the SAFE Computer Center. Phase I of construc-
tion is to provide 3,700 square feet of UPS space and approx-
imately 8,800 square feet of computer space.
2. Since the UPS space is fixed in the Gil-'0424 area, it
would be most desirable to locate the first 8,100 square feet
of computer space in the area immediately adjacent to the UPS
space. This will allow the major utility lines (power and
chilled water) to be run directly to the computer area without
traversing space occupied by another component and disru sing
their activities. In addition to the 3,700 square feet in
GE0424 now occupied by DDA/ODD/PEAS, Phase I construction
would require obtaining the following space:
a.

965 square feet, DCI/IC/OPEI

GE0440 -
640 square feet, NFAC/OWI
c.
Gf0444 - 1,123 square feet, NFAC/OGCR

497 square feet, DDA/OS

TOTAL 9,428 square feet
3. Although the 9,428 square feet is 628 square feet
more than the 8,800 square feet required by ODP, it fits
nicely into existing office boundaries. Anotlv.er option would
be to obtain approximately the 8,800 square feet figure by
allowing DDO, to keep 1,000 square feet in this area, or
as another option, move DDO, out and use they 1,000 square STATINTL

feet as turn around space until Phase II is required. This
latter option appears more practical since it is felt that
DDO/ISS cannot go from 4,598 square feet to 1,000 square feet
and carry on a meaningful level of operation.
4. Phase II construction would require the remainder
of the space in the GE corridor area and is currently occu-
pied by DDO/ISS and NFAC/OCR components.
S. OUP feels that a July 1980 beneficial occupancy date
(ROD) for Phase I is required. A ROD for Phase II would be
June 1932 This type of schedule means that GSA should be
alerted to have the SAFE A-E prepare documents for two sepa-
rate SAFE construction projects and that the design should
provide for a smooth transition from Phase I to Phase II
without disrupting computer operations. In a related Matter,
since DOD for ADSTAR is now scheduled for August 1979 and
since ADSTAR utilities are dependent upon the SAFE desi ;n, we
are now looking at three construction projects in the following
order:
a.
ADSTAR
. August 1979
b.
SAFE Phase I
- July 1980
c.
SAFE Phase II - June 1982
6. Additional questions were raised by regarding
the halon sprinkler and water detection systems. At this time,
the design is incomplete for these systems and we will withhold
our coixiients until the A?E presents his updated design proposals.
7. The following summarizes the discussion of 18 July
a. SAFE will probably require a two phase
construction approach.
b. Phase I ROD July 1980
c. Phase II BOD June 1982
d. Phase I would have two options:
(1)
Option A - Take 9,428 square feet
(2) Option B - Take 8,428 square feet
and return excess 1,000 square feet to DIJO/ISS
