C. 20497 near Mr. Stewart: In response to your letter of 18 February regarding the proposei schedule for the Northside computer Center Project, a review of the proposed schedule indicates that in meeting these milestones the General Services Administration (GSA) will meet this Agency's goal precisely. At this time, however,. the Phase II completion date may have to be shifted back in order to be synchronized with the completion of systems engineering to accurately define the totality and, more importantly, the final confi duration of this center. The ongoing Agency management study has not yet selected a site from the six alternate proposals, however, a final decision is antici- pated by 31 March 1977. Pursuant to your needs to prepare a management plan for abbreviating e GSA procurement process, the following narrative as outlined by your center is required by this Agency and in the specified time fram'. T!e question of budget certification is being addressed separately. The Morths i de Computer Center and related utilities are required for a new maJor computer system being develop to support this Agency's national intelligence mission. T#e system will provide sophisticated information handling support to the Agency's intelligence analysts by establishing a com ut:~r/ work station network that will give these analysts the eiectro4c means to receive their *mil'; to store what they consider usey'ul in personal and central files; to compare it with all the data already on record; and to compose, edit, and distribute their conclusions as finished intelligence products. This project his been approved by Congress for a total appropriation of $35,1QO,01? for the development of a dedicated system by FY 1991 to support appr.oxitely analysts.
