SUBJECT c Special Purpose Building
REFERENCE : Memo dtd 28 Feb 67 to D/PPB fin D/L,

1. This memorandum is for your information only.
2. Pursuant to your request we are providing additional information
on the subject reference with regard to a special purpose building to be
located at Langley. This new program was included in the reference as
a budgetary item from FY 1968 through FY 1971 and proposed $15.750, 000
in FY 1971 for the construction of a building totaling square 25X9
feet of space.
3. The justification for the technology building is not based on in-
creased personnel, but rather on special technically configured space
needed to stay abreast with modern technology.
4. We would plan to move the following activities or portions thereof
into the special purpose building:
a. The Computer Center and related offices of Office of
Computer Services (OCS).
b. The Signal Center and its related functions.
c. Telephone Frame Room and related space.
d. Technical Services Division (TSD).
e. Office of Training (OTR).

f. Minor elements of other offices required for support of
the new building or which further study may indicate as desirable
for transfer to the special purpose building.
5. Upon completion of this building, we would release all Agency
space at Globe Road. 2430 E Street, N. W. , and Arlington Towers.
6. if a special purpose butlding is not approved, very expensive
alterations will be required to ?existing space (already overcrowded and
unsuited to future needs). The present situations for potential occupants
of the building are as follows:
a. The OCS has requested more than a 100 percent expansion
of special purpose type space to house all computer and related data
processing equipment in the Headquarters Building. Implementation
of the third generation of such equipment. now underway, requires
interface between computer facilities and advanced communication
equipment. Thus, special needs for air conditioning, shielding,
physical security and backup facilities as well as common supply
items can best be accomplished in new space especially designed
for that purpose. This will be most difficult and expensive to
accomplish by alterations and expansion in existing areas.
b. The Signal Center is overcrowded and some of the equipment
needs to be replaced with amore modern machines. The Director of
Communications estimates that by the 1970's space for the Signal
Center must be doubled and that the equipment will be so complex
and expensive as to make relocation after that period "virtually
unthinkable. " As in the case of the Computer Center, time is a
vital factor in determining the extent of alterations and changes
required. It will be difficult to defer until 1970 many of the improve-
ments becoming available. but given a target for completion of new
facilities, interim plans can be adjusted accordingly.
c. Should 2430 E Street be vacated, it will also be necessary
to relocate the satellite switchboard located there. A relocation of
this facility at Langley or elsewhere in Virginia, of course, will
bring with it a substantial increase in telephone costs inasmuch
as the Virginia rates are as much as 200 percent higher in some
categories. The equipment in the Telephone Frame Room will be
obsolete in the next decade. It would be most economical to

install the new equipment in a new Langley location (requiring
about double the present space) and cut-over to the new system.
Thereafter, the existing telephone area in the Headquarters
building can be converted to office space.
d. The Agency has expended almost $1.000, 000 for the
alterations at 2430 E Street for TSD needs. Upon request of the
Department of State, the General Services Administration (GSA)
has recently prepared a cost estimate to relocate TSD and the
satellite switchboard in the South Building? We understand that
the Department of State continues to show interest in acquiring
this property. Hopefully, we can hold on until 1970, but states
needs are expanding. The alternative to building the technology
building is to rent commercial type space for TSD and undertake
very expensive alterations which later must be taken out to re-
store the building to its original condition. This is a makeshift
arrangement, unsatisfactory to all concerned.
e. The Office of Training Is split into three locations in
space unsuited to its needs. By the mid-70's OTR will need some
30, 000 additional square feet--mostly classrooms--to meet ex-
panded training needs. The Office of Training requires especially
configured space with movable partitions, high ceilings, extra
air conditioning, projection booths and similar facilities which
may be less expensive than that needed for 'LSD, OCS and Signal
Center, but none of the commercial type space is satisfactory.
f. Other Agency units such as the Machine Support Division
of the Office of Central Reference (OCR), the Map Library of the
office of Basic Intelligence (OBI) and functions to be identified by
further study can best be housed in special purpose space, making
present space available for office use or for release to the Public
Buildings Service, GSA.
7. In addition to being the most economical solution of our special
purpose space problems, the proposed technology building would increase
overall Agency efficiency and achieve long-range economy of operation.
Agency activities would be concentrated at Langley, Roselyn and NPIC
reducing transit time and costs. The rented office type space at Rosslyn
has some flexibility to adjust to variations in the total size of the Agency.
