Program Wide PROGRAM SUBCATEGORY: Support Services PROGRAM ELEMENT : Logistics SUBELEMENT Real Estate & Construction OBJECTIVES: 1. Provide a staff of professional engineers, architects, and real estate officers who can furnish technical direction to the construction, real estate, and housing programs of the Agency. 2. Provide a special purpose building at ta,ngley.and reduce crowd- ing in Headquarters Building. ON-GOING PROGRAMS: 1. A more intensive review will be made of construction plans, in- cluding preliminary planning, estimates, architectural and engineering design. This action will ensure, to a greater degree, that plans are complete,. and should reduce to a minimum the number of change orders which result in increasing costs. 2. Safehouse operaAons will receive a:closer evaluation in coor- dination with the Clandestine Services. The leases for seldom-used facilities will be terminated. Standby facilities will be retained only to the extent necessary to provide reasonable flexibility. The Deputy Director for Support has indicated that preliminary planning should get under way in FY 1968 for a special purpose, building to be located at Langley. However, the FY 1968 Congressional Budget does not provide any funds for this purpose. This matter will bevthe.subject of separate correspondence. a.. It is estimated that $75,000 will be required in FY 1968 to provide for a building planning staff to accomplish a feasi- bility and preliminary study for a building of this nature'. b. An amount of $100,000 has been included in the FY 1969 pre- liminary budget estimate to provide for an augmented building planning staff of eight personnel. An additional amount of $2,000,000 is also included in FY 1,969 estimate for the A&E, design, and contract administration for a special purpose building. An amount of $100,000 is also included in the estimates for FY 1970 through FY 1973 to cover the building planning staff.
